الملخص

تحتل دراسة النخب حيزاً كبيراً في حقل العلوم الاجتماعية، وذلك لما تضطلع به من أهمية كبيرة وما تحوزه من أدوات مؤثرة في توجيه واستقرار المجتمعات وتشكيل نسق الحكم والفكر والتكوين العقائدي. فمنذ ظهور الاهتمام بدراسة المجتمع الإنساني، هناك تساؤلات عديدة حول طبيعة الجماعات الحاكمة وعلاقتها بالجماهير، ولم تعد دراسات النخب حكراً على علم الاجتماع السياسي، بل تعدى ذلك إلى العديد من المجالات والعلوم، فهي الآن أحد أهم محاور الدراسات السياسية والاقتصادية. وفي دراستنا هذه تناولنا النخبة وأثرها في المشاركة السياسية؛ حيث بعد الفصل التمهيدي خصصنا فصلاً لجانبها النظري، تعرفنا فيه على نشأة النخبة ومفهومها من جوانب مختلفة ومن وجهات نظر مختلفة أكدت جلها على أن مفهوم النخبة يشير إلى الصفوة والتفوق والاختلاف والتميز بالإمكانيات والقدرات... وخصائصها وأهميتها الكبيرة نظراً لما تحوزه من أدوات مؤثرة في توجيه واستقرار المجتمعات وأنظمة حكمها. كما عرجنا على أنواع النخب: السياسية، الدينية، والثقافية... وأخيراً الاتجاهات النظرية في الفكر النخبوي كالمستوى التنظيمي، السيكولوجي، والاقتصادي. أما المشاركة السياسية فقد عرفناها هي الأخرى من وجهات نظر مختلفة وأشهرها تفيد بأن المشاركة السياسية هي النشاط السياسي الذي يقوم به المواطنون العاديون بقصد التأثير في عملية صنع القرار السياسي سواء أكان هذا النشاط فردياً أم جماعياً، ومررنا بمراحل تطورها، أهميتها، ومستوياتها، أنماطها ومراحلها، أبعادها وخصائصها، وأخيراً شروط تعزيزها. أما الفصل الثاني فقد خصصناه لدراسة ومجال دور النخبة في المشاركة السياسية أو تأثير النخبة على المشاركة السياسية، حيث بينا آليات تأثير النخب الحاكمة والنخب غير الحاكمة على المشاركة السياسية ومدى فاعلية دورها، وذلك من خلال المداخل المفسرة لدور النخبة في المشاركة السياسية والمتمثلة في اقتراب الجماعة، واقتراب التحليل الطبقي، واقتراب صانع القرار. ووضحنا استراتيجية النخب من أجل تطوير المشاركة السياسية، وأخيراً حاولنا تقييم أثر النخب في المشاركة السياسية متعرضين في ذلك إلى إيجابيات وسلبيات تأثير النخب في المشاركة السياسية، وختمنا دراستنا ببعض الاستنتاجات والتوصيات.

The study of elites occupies a wide space in the field of social sciences because of the great importance they play and the tools they possess in the formation and stability of societies and the formation of governance, thought and ideological orientation. With the masses, the study of elites is no longer restricted to political sociology, but rather to many fields and sciences, as it is now one of the most important axes of political and economic studies.In our study, we dealt with the elite and its impact on political participation. After the introductory chapter, we devoted a chapter to the theoretical aspect, in which we learned about the emergence of the elite and then its concept from different sides and from different points of view, all of which confirmed that the concept of elite refers to the elite, superiority, difference and distinction in capabilities... then their characteristics and great importance due to the tools they possess influencing the formation and stability of societies and their systems of governance. We also discussed the types of political, religious and cultural elites... and finally the theoretical trends in elite thought, which are organizational, psychological and economic.As for political participation, we have defined it as well from different points of view, the most famous of which is that political participation is the political activity carried out by ordinary citizens with the intention of influencing the political decision-making process, whether this activity is individual or collective. Its stages, dimensions, characteristics, and finally conditions for its enhancement.82As for the second chapter, we devoted it to the study and treatment of the role of the elite in political participation or the influence of the elite on political participation, where we explained the mechanisms of the influence of ruling and non-ruling elites on political participation and the extent of the effectiveness of their role, through the approaches that explain the role of the elite in political participation, which are represented in: The approach of the group and the approach of class analysis and the approach of the decision maker, then we explained the strategy of the elites in order to develop political participation and finally we tried to assess the impact of elites on political participation, exposing this to the positives and negatives of the influence of elites on political participation, then we concluded our study with some conclusions and recommendations.
