الملخص

إن تحقيق التقدم العالي والسريع للمستويات الرياضية في كثير من الألعاب الرياضية غاية تنشدها معظم دول العالم وللوصول إليه، لا بد من اتباع الصيغ العلمية السليمة، ولعبة كرة القدم واحدة من بين تلك الألعاب التي تتطلب أجراء مثل تلك الصيغ، وبما أن التحكيم هو أحد المكونات الأساسية لهذه اللعبة لأنها عملية تخصصية معقدة فإنها تحتاج إلى مقدار واسع من الأعداد البدني والتربوي والنفسي،والملحوظ على عمل لجنة الحكام في الاتحاد العراقي المركزي لكرة القدم افتقارها لأساليب ووسائل وطرائق علمية على وفق التقويم الموضوعي لترشيح الحكام للقائمة، فأصبحت من المشكلات التي تعاني منها العملية التحكيمية في القطر بسبب استعمال الأساليب الكيفية التي تتكرر سنويا في عملية اختيار وترشيح حكام الدرجة الأولى إلى الشارة الدولية، ولا يمكن التغلب على هذه ألا من خلال إيجاد درجات ومستويات معيارية الغاية منها مساعدة الاتحاد ولجنة الحكام المركزية لتكون لها خير عون كأسلوب هادف لترشيح الحكام .

The study includes five entries: -First chapter: Definition of the Research:Achieving high and quick advance for sport levels in many sport games is an aim that all countries of the world are willing to achieve it. To reach it, we should follow the scientific right forms. Football game is one of these games that require doing such things. As the arbitration is one of the basic components of this game because it is a specialist complicated process, so it needs a large amount of physical, educational and psychological preparation. We see that the referee committee in Iraqi Central Football Union has lacked of scientific methods, means and ways in its work according to objective evaluation to nominate the referees for the list. This point becomes one of the problems that arbitration process is suffering from in the country because using quality manners which is frequent every year in choosing and nominating the referees of first class to international badge. We can't overcome this only through finding criterion degrees and levels to help the union and central referee committee to be more helpful as purposeful manner to nominate referees.The aims of the research were: -1-Finding and specifying the criterion degrees and levels to nominate first class football referees to international badge.2-Recognizing the degrees and levels of first class referees to get international badge.The research scopes included: -Human scope: The referees of first class who have been recorded in Iraqi central football union for the year 2003–2004, their number (121) referees.Time scope:From the period 21/ 2/ 2003till 24/ 6/ 2004.Place scope: The headquarter of Iraqi central football union, central referees committee, official stadiums that games held at and the stadium of the college of physical education, Baghdad university. 3rd Second entry: It included the theoretical and similar studies:Theoretical Studies: It was represented by criterion concepts; moreover, levels and the nature of arbitration which included the referee of football besides explaining the importance of referee, the necessary requirements found in the referee of football, performance of football referees and the conditions that affect it and finally the requirements of referee development.Similar Studies:It included three similar studies, representing by the study of Saad Mun'em Al Shikhly and the study of Sami Yousif and the last study is for Furat Jabbar Saadallah. The researcher assigned a pivot to discuss these studies in similar and difference sides.Third Entry:This entry included research procedure and its field performances, the research used the descriptive procedure by looking style. The sample of the research was limited which includes (100) referees of depending ones in Iraqi football union for year 2003–2004, and limited the means and tools used besides tests and measurements and the conditions of its available; moreover, existence scientific descriptions by reconnaissance experience that the researcher did it with using proper statistic means and styles.Fourth Entry: In this entry, the results were showed analyzed and discussed through correction the data by using proper statistic means and styles in such a way that gives benefit to the research and achieves its aims and prescriptions.Fifth Entry:This entry included some conclusions and recommendations, the most important were: -1-Finding criterion degrees to evaluate the level of changes understudy for football referees who are nominated for international badge in country. 2-There is a preference in the results of criterion levels achieved for sample of the research through using criterion prepared diagrams in some using tests and measurements.3-The sample group of the research had achieved pass degree in tests of physical amenity which limited more in criteria levels under middle 2thdegree, their number of the referees were (88) while number of them who are above middle degree in physical amenity in 12minutes test current running.4-The sample group didn't achieve the required level in theoretical tests of Arabic and English. It was limited in (pass degree). The number of referees under (middle degree) succession (44, 53) for both tests. This is a refer of weakness the cultural side of the referees concerning game rule in spite of averment of international football union of this side.5-The indicators of psychological tests which represented in the test of worry and personality is another one that achieved results less than middle degrees (59) referees. This is a dangerous indicator but it has clear denotation in the process of preparing referees had lacked the psychological preparing.6-The type of the performance is again given different results for the sample group .The per cent of sample group of the research had increased on per cent of natural distribution in levels (very good). The per cent that had been achieved was (19%) and this is more than the per cent of natural distribution, which is (2414:). Generally, the results of sample group of the research was different in this test as compared with other using tests, we see the recession of the degrees under middle. There were (55) referees while (45) referees above middle degrees. This is a signal that Iraqi central football union should take care of it. Because the level of performance is a total aggregate of preparing referee process from all sides.7-Specifying the criterion levels of referees who were nominated for international badge of football.So the researcher have stated many recommendations that reinforce the research situation for the benefit of football and to open new researching scopes for others. Finally, the Arabic and English references were listed and finished with some accessories.8-Education is another side that the results of special degrees receded in (pass) . 9-The arbitration age had achieved disparate levels, it was in level (middle)
