الملخص

The Hydrocarbons field is the main engine of the Algerian economy, which is alsoconsidered a vital element and effective role in global trade, as it ranks considering up to10% of international trade, and this is what makes us sure that is the source of theeconomy in all exporting countries in general and Algeria in particular, and this forgaining importance in this field as oil and material position to satisfy the energeticneeds to contribute to national economic development, but we find Algeria state one ofthe countries that pursue an economic policy that aim to create branched integrationwith various fields. However, it attaches great importance to the Hydrocarbon field, and this has becomea duty to provide a good-walk for the Hydrocarbon field in Algeria, through theimposition of effective protection and control is very strict on this field. And the fact that the most important tasks entrusted to the customs administration isthe Permanent Observer of the activity of Hydrocarbons, which aims to protect thenational economy entrusted with the task of customs control on the Hydrocarbon field. That set of Articles 165 to 173 of the Customs Act petroleum factories under thefactory system subject to customs control
