الملخص

This study aimed to document the current situation of the old city of Anabta and understanding the regression situation of buildings and the inhabitance immigration and to make plan include group of politics and controls especially related with cultural heritage in the old city and to stop its regression situation.The research exam in its theoretical frame realizing the politics of regeneration and local and Arabic experiments in the scope of cities regeneration and architectural and structural solutions for old buildings. The researcher discussed the buildings and population development at Anabta and the situation of public services. He talked about characteristics and physical aspects of the old city using detailed drawings. After that he made appraisal for the current situation of the old city by determining strength points, weakness points, opportunities and threats. The scholar discussed the cost and benefits for the restoration process at Anabta and the probabilities for solving the common problem and the small areas and how to control the traffic .At last he put the restoration proposals while the last chapter includes the conclusions and the recommendations.The method includes realizing the politics of conservation for historical areas and collection of information and the data related to the cultural heritage and the population and the economical dimension at the old city of anabta and analyzing the information by Arcview Gis version 3.1 and evaluation the situation through SWOT theory reaching to the proposals and solutions.To achieve that we depend fundamentally at field research method, surveying the existing situation, making the needed drawings, recording notes that appeared at the existing situation and using interviews in obtaining undocumented information.The researcher concludes that the important problem at the old city is the high diffusion of common at very small parcels, and the solution by conserving cultural heritage not possible except buying those old buildings or remunerate the owners out of limits of the municipality from its land. The municipality with other ministries has to update the rental system that at many times perform the continuation regression in the old buildings, in sight the owners refuse to make maintenance waiting to exchange them or obtain new
