ترجمة الملخص

This study aimed to find out the status of implementing the total quality management in the faculties of technical education in Palestine,from the view point of itsemployees along with their vision towards best practices of optimal quality.The researcher used the descriptive approach,whereas the population of the study consisted of all the technical colleges employees (18)colleges according to statistics from the Palestinian ministry of higher education for the year 2012/2013 with a total number of (1440)employees; a stratified random sample of 15% was chosen (216 )employee.To achieve the objectives of the study,aquestionnaire of two parts were developed; the first part consisted of (42) items was to measure the status of implementing of total quality management distributed over the six domains of study: -Availability of work environment of TQM,Planning to implement TQM,Organization of TQM,Execution for the application of TQM,Evaluation of the TQM,Leadership of cycle performance. The second part of the questionnaire consisted of (20) items was developed to decipher the aspiration and vision of the staff about the best practices of TQM. Validity and reliability parameters of the study were verified by appropriate statistical methods.The researcher found that the result of the study sample for the areas of actual implementation of TQM in Palestinian technical colleges,from the view point of the employee were estimated in the middle range with a mean of (3.17) and a standard division of(3.81) .The highest is related to the field Planning to implement TQM,and the lowest was to the field availability of work of TQM. There were no statistically significant differences due to the variable official status,while differences were found in the gender variable In favor of the male; Experience variable was in favor of who has experience of more than 10 years,Receiving training course variable was in favor of who received training courses,while qualification variable was in favor of employees who held a bachelor’s degree. As for the areas of actual aspirations faculties staff of technical education about optimal practice of TQM it was found to be moderate with a mean of (3.25) with a standard deviation of (0.92‌(; The study shows that there were no statistically significant differences due to variables Gender,‌Official‌status,‌Experience,and‌Qualifications,while the ‌وdifferences were found in variable“Receiving training courses”in the favor of those who received training courses. The researcher recommends to strengthen the role of the staff for implementing TQM; holding training courses on TQM; exchange experience and knowledge in TQM between colleges to promote a culture of kind and quality
