معوقات التخطيط الاقتصادي في السودان: تقوييم تنفيذ الاستراتيجية القومية الشاملة في الفترة من (1992 م - 2002 م)

الملخص

تهدف الدراسة الى التعرف على معوقات التخطيط الاقتصادى فى السودان والاسباب التى حالت دون تنفيذ الخطط فى الفترة من 2005م الى 2012م كما تهدف الى دراسة الخطط المستقبلية التى وضعت وكيفية تنفيذها للوصول الى الاهداف والغايات مع معالجة القصور فى الخطط السابقة. وتوصلت الدراسة الى بعض الاسباب والمعوقات التى حالت دون تنفيذ وتحقيق الاهداف الاقتصادية مثل النزاعات والديون الخارجية وعدم الاستقرار السياسى وعدم الاستغلال الامثل للموارد المتاحة وعدم استخدام التكنولوجيتم استخدام المنهج الوصفى والتحليلى والتاريخى والاستعانة ببعض الدراسات والبحوث السابقة بغرض الوصول الى النتائج المطلوبة التى تحقق أهداف الدراسة. فرضيات الدراسةتقوم هذه الدارسة على عدد من الفرضيات التى تحاول الدراسة الاجابة عليها وهى:--الخطط الاقتصادية لم تأخذ فى الاعتبارالمعوقات التى تحول دون تحقيق التنمية والاستقرار .-المواطن والمجتمع لهم دور ايجابى وفعال فى تنفيذالخطط وصولا ًللأهداف لتحقيق التنمية والنهوض بالاقتصاد .-تقويم تنفيذ الخطط السابقة لمعرفة الايجابيات والسلبيات يعتبر مبدأ اساسياً فى تصحيح مسار الخطط الاقتصادية المتستقبلية

The study aims to identify the impediments to economic planning in Sudan and the reasons that have prevented the implementation of the plans in the period from 2005 to 2012. It also aims to study future plans developed and how to implement them to reach the goals and objectives with the address shortcomings in previous plans. The study found some reasons and obstacles that have prevented the implementation and achievement of economic goals such as conflicts and foreign debt, political instability and lack of optimum utilization of available resources and the lack of technological use Approach was used descriptive and analytical, historical and hiring some previous studies and research in order to reach the desired results that achieve the goals of the study.Hypotheses of the studyThis study is based on a number of assumptions that are trying to study answered, namely: -- Economic plans did not take into Alaattabaralamaoqat that hinder the achievement of development and stability.- The citizen and the community have a positive and effective role in Tnivktt down objectives for development and the advancement of the economy.- Evaluating the implementation of previous plans to find out the pros and cons is a basic principle in the correct path Almtstqublah economic plansThe most important results of the study are: -- The environment and the effects of disasters is one of the reasons that led to the failure of implementation of the plans, as is the case in the year 1988 (the floods and rain).- Lack the necessary planning process Mmaihol statistical data availability without achieving the goals and objectives.- The absence of vision and scientific methodology of the planning process.The most important recommendations- The study of the experiences of the previous planning in Sudan and benefit from in the future planning and accompanying pros and avoid the negatives.- Hear the experiences of other countries that have preceded us in the planning, which resemble the Sudan in terms of special circumstances and resources of neighboring countries.- Follow accepted scientific approach in planning and the introduction of the latest-the-art planning schools.- The involvement of all community events and organizations in the planning process.
