الملخص

إن ازدياد عدد سكان مناطق الفقر الحضري في العالم بشكل متسارع بات يمثل تهديدا لحق الإنسان بالسكن اللائق والتمتع بظروف معيشية جيدة .مما دفع الحكومات المحلية والأمم المتحدة لإعداد البرامج والمقاربات التي تساهم في الحد من هذه الظاهرة من جهة والارتقاء بواقع مناطق الفقر الحضري من جهة أخرى.اقترحت التشاركية كإحدى المنهجيات التي تضمن تلبية الحاجات الفعلية للمجتمعات المحلية واستدامة النتائج؛ على اعتبارها عملية تتم بمشاركة كل أصحاب المصلحة في عملية اتخاذ القرار التخطيطي العمراني بهدف الوصول إلى منتج توافقي يلبي تطلعات تلك المجتمعات ويخفف العبء عن الحكومات من خلال شراكة مع القطاع الخاص في مشاريع الارتقاء بمناطق وأحياء الفقر الحضري .يتطرق البحث إلى مجموعة المفاهيم المتعلقة بمناطق الفقر الحضري ,خصائصها وضرورة الارتقاء بها ,درجات المشاركة وطرقها ,آليات الارتقاء التشاركي .كما يستعرض مجموعة من التجارب الإقليمية والعالمية في مجال الارتقاء بمناطق الفقر الحضري لاستخلاص دروس يمكن البناء عليها في الدراسة التطبيقية في مدينة اللاذقية .يقترح البحث تجمع الأزهري كنموذج اختباري يمثل منطقة فقر حضري مقترحة من قبل مجلس المدينة للتطوير العقاري ,حيث سيتم إجراء دراسة ميدانية للتعرف على خصائص التجمع ,ثم دراسة استبيانية لرصد آراء القاطنين حول مجموعة من القضايا ذات الصلة بالارتقاء التشاركي بالتجمع ,ومن ثم إجراء تقييم للتجمع وفق الخارطة الوطنية للعشوائيات بدلالة التحليل العاملي المنجز وفق برنامج التحليل الإحصائي (spss.)ينتج عن هذا التقييم تحديدا للقضايا التي تشكل أولوية في الارتقاء ,والقضايا التي تشكل فرصا تتطلب تمكينها ,ومن ثم يتم مناقشة أهم تلك القضايا وفق محورين :المحور الأول-تخطيط العملية التشاركية ,والمحور الثاني–خطة التنفيذ بهدف اقتراح آلية عمل للارتقاء التشاركي بتجمع الازهري بالاستناد على نتائج الدراسة الميدانية والاستبيانية ,وعليه سيتم الوصول إلى مجموعة من التوصيات التي تتعلق بتحديد متطلبات بيئة العمل المناسبة للانطلاق بالمشروع التشاركي واقتراح تعديل بعض القوانين والمراسيم لتوفير أرضية قانونية تؤكد على توفر الرغبة السياسية بمشاركة حقيقية.

The rapidly growing population of urban poverty areas is becoming a threat to the human right to adequate housing and to enjoy good living conditions,Prompting local governments and the United Nations to prepare programs and approaches that contribute to reducing this phenomenon on the one hand, and upgrading the urban poverty areas on the other.Participation was suggested as one of the methodologies to ensure that the actual needs of local communities are met and the sustainability of results; as a participatory process involving all stakeholders in the urban planning decision process with a view to reaching a consensus product that meets the aspirations of these communities and relieves the burden of governments through partnership with the private sector in urban slum upgrading projects .The research deals with a set of concepts related to urban poverty areas, and the need to upgrade them, degrees of participation and methods, mechanisms for participatory upgrading. It also reviews a range of regional and global experiences in upgrading urban poverty areas to draw lessons that can be built upon in the applied study in Lattakia .The research suggests that the region is a test model that represents an urban poverty area proposed by the City Council for Real Estate Development, where a field study will be conducted to identify the characteristics of the community. A survey will be conducted too to monitor the residents' opinions on a range of issues related to participatory upgrading. National map of the indiscriminate housing in terms of the statistical analysis carried out according to the statistical analysis program (spss).This assessment results to identification the issues that are a priority for development, and issues that are opportunities require empowerment. The main issues are then discussed in two main pillars: The first pillar is -planning the participatory process, and the second pillar is -the implementation plan with the aim of proposing a working mechanism for the participatory upgrading of the Azhari region based on the results of the field study and questionnaire. Accordingly, a set of recommendations will be reached regarding determining the appropriate work environment requirements for starting the project and proposing amendments to some laws and decrees to provide A legal ground that emphasizes the political will to have genuine participation.
