The study aims to investigate the relationship between the degree of counseling skills and difficulties facing educational counselors in Palestinian public schools. The study also aims to identify the level of counseling skills of school counselors and difficulties facing them. It also identifies the differences in the means of both the counseling skills and difficulties facing those counselors with regard to the variables of gender, specialization, age group, years of experience, scholastic stage and directorate where the supervisor works. The study was conducted on a sample of (333) counselors of which (171) are males and (162) are females, working in West Bank governorates in the spring school semester of the academic year 2014/2015, represent a percentage of (48.0%) of the size of the total population of counselors. It was selected using a cluster sample in accordance with the Education directorate the supervisor works in. The researcher applied the correlational descriptive approach, and the sample was designed using two scales, namely educational counseling skills scale and that ofthe difficulties facing the school supervisor. The study findings show the existence of a statistically significant correlation relationship at the level of relationship (α≤0.05) between the counselors’ skills and difficulties facing them. The value of Pearson correlation coefficient between both scored (-0.21). The findings also indicate that the level of counseling skills of the counselors in Palestinian public schools ishigh with an average of (3.89) and a standard derivation of (1824). Professional and personal skills came first followed by the skills of individual counseling, collective counseling skills, skills of relationship with the different parties in the educational process, skills of the counseling plan, diagnosis skills, professional counseling skills and studies and research skills respectively.As for the difficulties facing the counselors, their level is average with an average of (2.85) of the counselor’s responses and a standard deviation of (0.66). Difficulties related to parents came first followed by counselor’s working conditions, difficulties with students, ‌وand finally difficulties with the administrative and teaching staff respectively. The study findings indicate that there are no statistically significant differences in the means of counseling skills due to gender and field variables with the exception of studies and research skills, where the differences are in favor of males. As for the differencesin the means of the total degree of counseling skills and areas of collective counseling skills and professional counseling skills according to specialization, it is in favor of psychological and educational counseling compared to the rest of specializations. The skills of professional counseling are positively developed following 5 years of experience, while differences varied according to the scholastic stage. The differences in the total degree of counseling skills indicate a clear inadequacy and shortage of these skills among counselors in Jerusalem directorate compared to other directorates. The differences in the means of the counseling skills and their fields are not enough to bring about significance in light of age group and scholastic stage variables. Findings also indicate that there are substantial differences in the difficulties facing males and females in favor of males. The differences due to different specializations are not significant except for the area of difficulties related to students.The differences are in favor of unspecified specializations. There are differences in the total degree of difficulties and the areas related to administrative and teaching staff, parents and work conditions of the counselor in favor of 5 years and less. The differences in the means of difficulties and their areas are not significant enough due to different variables of age group, scholastic stage and the directorate where the counselor works
