الملخص

مع تطور المنظومة الاتصالية وتعقيداتها على المستويين الإنساني والتنظيمي ظهرت الحاجة إلى دراسة السلوك التنظيمي وتطبيقاته وتداخلاته مع الفعل الاتصالي داخل المؤسسات، والذي فرض مجموعة من المتغيرات في البنية المفاهيمية والأدائية لمؤسسات اليوم خاصة مع الانفجار المعرفي الكبير الذي تعرفه دراسة التنظيمات والذي وصل إلى مرحلة التنظير المتقدم على غرار ما قام به عالم الاجتماع " MichelCrozier " وتلميذه " Erhard Friedberg "عبر العديد من مؤلفاتهما خاصة كتابهما " الفاعل والنظام" " L'acteur Et Le Système "والذي تبناه الباحث كإسناد نظري عبر مراحل هذه الدراسة بأكملها.وتأتي هذه الدراسة في سياق بحثنا عن علاقة الاتصال التنظيمي في تشكيل وتنظيم علاقات السلطة في مؤسسة النقل البحري للمسافرين بالجزائر، هذه العلاقات التي قد تعرف تشعبات وتناقضات لا حدود لها قد تصل إلى مراحل متقدمة من الفوضى وحتى الصراعات والإنزلاقات التنظيمية وأن ما يضبطها ويؤطرها ويهيكلها ويعمل على أنسنتها وأخلقتها هووجود قاعدة اتصالات هيكلية ضمن شبكة من الاتصالات الإدارية المنظمة والتي تنتقل من خلالها المعلومات والمعطيات والبيانات بين الوحدات الإدارية بهدف خلق الترابط والتماسك فيما بينها، كما أن وجود اتصالات فعالة داخل مؤسسة النقل البحري للمسافرين يعمل على تقوية العلاقات فيها في بعديها الإنساني والوظيفي ومن ثم تقوية العلاقات الاجتماعية بما يضمن وحدة المؤسسة ووحدة العنصر البشري المكون لها، أو كما يطلق عليها " M. Crozier " (الفاعل) باعتباره الوحدة الأساسية في بنية المؤسسة ومجمل العلاقات التي تدور في محيطها، وقد انطلقت هذه الدراسة من التساؤل الرئيسي التالي:كيف يساهم الاتصال التنظيمي في هيكلة وتأطير علاقات السلطة في المؤسسة الوطنية للنقل البحري للمسافرين " Algérie Ferries " في الجزائر؟وللإجابة على مشكلة الدراسة اعتمدنا على مجموعة من العناصر المنهجية ابتداءا من اعتمادنا على منهج دراسة حالة، ثم على أدوات جمع البيانات والمعلومات مثل الملاحظة العلمية، المقابلة، ثم استمارة الاستبيان التي تم تصميمها بغرض الحصول على أكبر قدر من المعطيات حيث وزعت الاستمارة في شكلها النهائي على 103 مفردة من عينة البحث تم استرجاع أربعة وثمانون استمارة صحيحة قابلة للتحليل البياني.وقد خلصت دراستنا إلى النتائج التالية:إن الاتصال التنظيمي في مؤسسة النقل البحري للمسافرين ساهم وبشكل كبير في تفعيل العلاقات الاجتماعية والإنسانية بين الفاعلين في المؤسسة وبين الوحدات الإدارية والفرعية التي ينتمون إليها، مقابل ضعف ملحوظ في الأداء الاتصالي من الإدارة العليا إلى الفاعلين وهذا راجع إلى عدم وضوح خطوط السلطة وغموضها على مستوى الهيكل التنظيمي للمؤسسة.

With the development of the communication system and its complexities at the human and organizational levels, the need to study organizational behaviour, its applications and its interactions with the communication act within institutions has emerged, which imposes a set of variables in the conceptual and performance structure of today’s institutions, especially with the great explosion of knowledge known to the study of organizations, which reached the stage of advanced theorizing, like what the sociologist “Michel Crozier” and his student “Erhard Friedberg” did through many of their books, especially their book “L’acteur Et Le Système”, which the researcher adopted as a theoretical reference throughout the stages of this entire study.This study comes in the context of our research on the relationship of organizational communication in the formation and organization of the authority relations in the National Passenger Maritime Transport Company in Algeria, these relationships that may know boundless ramifications and contradictions that may reach advanced stages of chaos and even conflicts andorganizational slips. And what controls, frames, structures, humanizes and creates it is the existence of a structural communication base within a network of organized administrative communications through which information and data are transmitted between administrative units with the aim of creating coherence and cohesion between them, and the existence of effective communications within the National Passenger Maritime Transport Company works to strengthen relations in it in its human and functional dimensions and thus strengthening social relationships in a way that guarantees the unity of the institution and the unity of the human component that composes it, or as “M. Crozier” called(the مactor), as it is the basic unit in the structure of the institution and the overall relationships that revolve around it. This study started from the following main question:How does organizational communication contribute to structuring and framing the authority relations in the National Passenger Maritime Transport Company (Algérie Ferries) in Algeria?To answer the study problem, we relied on a set of methodological elements starting from our reliance on the case study methodology, then on data and information collection tools such as scientific observation, interview, then the questionnaire form that was designed with the aim of obtaining the largest amount of data. The form was distributed in its final shape to 103 individuals from the research sample. Eighty-four valid questionnaires were retrieved for graphical analysis.Our study concluded the following results:The organizational communication in the National Passenger Maritime Transport Company has greatly contributed to activating the social and human relations between the actors in the company and between theadministrative and sub-units to which they belong, in contrast to a marked weakness in the communication performance from the higher management to the actors and this is due to the lack of clarity and ambiguity of the lines of authority at the level of the organizational
