ترجمة الملخص

The Public International Law provides protection to refugees and internal displaced persons by a number of its branches. So the people who leave their country of origin or habitual residency as a result of fear of being persecuted benefit from the protection of International Refugee Law and get the refugee status. In the case of asylum country experiencing armed conflict, International Humanitarian Law grants an additional protection to refugee people, while they continue to enjoy protection under International Refugee Law. The situation looks different for the internal displaced persons who don't leave their country of origin or habitual residency, thus, that state has a duty to protect them, no matter if it was the reason behind their displacement. In this case internal displaced persons don't benefit from the protection of International Refugee Law, but they don't lose the protection of International Humanitarian Law. All provisions of laws that previously mentioned focused on the personal protecting of refugees and internal displaced persons, but it didn't concern for the physical protection of the temporary shelter where they live, which often takes type of camp. The absence of accurate arrangement and rules related to physical protection of refugee camps formed the reason why the chaos had spread in some of those camps, and killed hundreds of people. Which required working on emphasis and development the principle of "the civilian and humanitarian character of refugee camps" by the United Nations High Commissioner for Refugees (UNHCR) Executive Committee, the UN General Assembly and the UN Security Council.
