الملخص

الجامعة نظام اجتماعي متكامل يؤثر بعضه في بعض، له دور فعال في المجتمع يستوجب مراعاة النوع والكيف وليس الكم فقط، والتعليم الحالي يركز على الشكل دون الجوهر في بعض المجالات وعلى المعلومات دون المهارات في مجالات أخرى، كما أن التعليم أصبح ذو مكانة شكلية كالمكانة الاجتماعية دون تنمية أنماط التفكير خاصة مع نقص عدد الأساتذة الأكفاء أو عدم عطائهم بالقدر الكافي لقيادات الغد. وقد أصبح قادة الجامعات يبحثون عن إحداث النقلة النوعية في مخرجات مؤسساتهم من خلال ممارسة سياسات إدارية تمكنهم من تحسين الجودة التي هي ركن من أركان العمل المتميز والإرتقاء بها ضرورة خاصة للجامعات. إن القضية الرئيسية في جودة مؤسسات التعليم هي تحسين مستوى عمليات التعليم والتعلم والبحث وخدمة المجتمع حيث أن جلها منتجات غير ملموسة يصعب تحديدها وقياس جودتها بدقة، وعليه فقد تم إقتراح واعتماد نموذج لتحديد الفجوات في إطار المقارنة المرجعية كلبنة أساسية لوضع الخطة الإسترا تيجية بناءا على ما حقق في جامعات متميزة.

University education represents the most important of the development of human societies. The universities are driven to engage in strategic planning process as a means to face a variety of emerging challenges such as: increasing demand of higher education concurrent with decline in government funding, rapid technological advances, rising demands of society on the quality of university outputs, as a result of globalization and the era of knowledge, which requires the preparation of the workforce so that they can possess high skills to qualify for entry to the local job market and competition in global level, and prepared to be able to deal effectively and professionally with the new data and, in addition to the necessity of research progress and make targeted to solve the problems of society.The quality of university de center interesting and analyzing to improve outputs quality, this study focused on display to the literature of quality in university University, drawing on the achievements of the University of Jordan in the march towards improving outputs and orientation towards the world.The most important finding that the study has attained are: the need of planning to improve quality of university outputs, there is a shortage in teachers’ bureaus, electronic libraries and distinctive university environment; and the Jordan University has nearly performed all the strategic process steps and achieve 3 stars in Qs class, however Jijel University is still work to pass weaknesses, but without a define referential and approach, despite it have good position special the support and financial of government, it has not achieve any result yet in quality improvement,it also found positive gaps represent feature must be preserved or a waste of resources to be reviewed, or reduced.Therefore the University of Jijel have to develop a vision defines ambition in the field of improving outputs, and then determine the nature of its activities in the message with identifying values and ethics that will work out the way to the results to be achieved in over a specific time frame with the publication of these data to the concerned,to make it a beacon of activity, and the adoption of a practical model for planning and ensure the quality of their outputs, and the link between the centers and units of scientific research at the university and community institutions.
