ترجمة الملخص

This study investigated the Egyptian-Qatari relations in the light of regional and international changes from 2011 to 2016. The study included the study of the historical developments of the Egyptian-Qatari relations, which began in 1970 when Al-Sadat became president of the Arab Republic of Egypt, and were concluded by the end of 2010, the year in which the popular movements started in the Arab region. The study also addressed the internal determinants that governed the relations between the two countries, as well as regional and international determinants and how they affected the bilateral relations between them. Furthermore, the study focused on the Arab developments and events as it dealt with the Egyptian, Yemeni, Libyan, and Syrian movements and the implications of those movements on the Egyptian-Qatari relations. Finally, the study attempted to foresee the future of the political relations between the two countries and how such relations could be in the future.The study adopted Kaplan, Brecher, Aston and Schneider’s systems analysis approach, which analyzes the relations between countries through analyzing their systems and then interpreting and drawing conclusions. The researcher also used the analytical-descriptive approach to describe the relations between the two countries and the interpretation of the status quo between them. He also used the historical approach to review the history of the development of the relations between the two countries and the developments of the Arab events.The study concluded with a set of findings, the most important of which were as follows: the Middle East region has become the ambition of the great powers because the competition existing among its political subdivision, a thing which made the intervention and involvement of the great powers a normal phenomenon in the interactions of the region in order to protect their vital interests. The Egyptian-Qatari relations over the past four decades, ranging from the ups and downs, have not seen a real breakthrough, and that both Egypt and Qatar will be the losers because of this tension.The study suggested a number of recommendations, the most important of which were as follows: building a comprehensive Arab strategy ensuing unified national targets far from the Qatari trend and regression of self so that these goals compatible with the regional and international changes in the Middle East, and the establishment of bilateral relations between the two countries at the official and popular level by holding a comprehensive reconciliation that can end the period of dispute among them.
