الملخص

ركزت دراستنا المعنونة ب"واقع و أفاق التعاون بين بورصات الأوراق المالية العربية، في ظل تحريرتجارة الخدمات المالية بموجب المنظمة العالمية للتجارة"، على وضعية التعاون بين بورصات الأوراقالمالية العربية من خلال قياس مدى تكامل البورصات العربية عينة الدراسة فيما بينها(المملكة العربية السعودية،الإمارات العربية المتحدة، البحرين، قطر، الكويت، الجزائر، مصر، المغرب، تونس، عمان، الأردن، لبنان،المنظمة إلى قاعدة بيانات صندوق النقد العربي حتى نتمكن من الحصول على المعطيات الرقمية للدراسة، كماراعينا في إختيارنا علاقة هذه الدول بالمنظمة العالمية للتجارة، حيث إخترنا دول غير منظمة للمنظمة العالميةللتجارة، كالجزائر ولبنان ودول منظمة، وفي هذه الأخيرة ميزنا بين تلك التي قدمت إلتزامات لتحرير تجارةالخدمات مثل الإمارات العربية المتحدة، البحرين، قطر، الكويت مصر، المغرب، تونس، وبين تلك التي لمتقدم إلتزامات مثل السعودية، الأردن وعمان.)،كما تم التركيز في البحث على آفاق التعاون من خلال قياسأثر تحرير تجارة الخدمات المالية على التعاون بين بورصات الأوراق المالية العربية بإستخدام مؤشر عائد بورصاتالأوراق المالية، مؤشر التحرر المالي، تدفقات الإستثمار الاجنبي المباشر، ومعدل التضخم خلال الفترة ما بين2017 ، وهي الفترة التي توفرت فيها المعطيات حول كامل الدول عينة الدراسة خاصة بالنسبة – 2009لبورصة الجزائر.سعت الدراسة إلى تحقيق جملة من الأهداف، كالوقوف عند واقع بورصات الأوراق المالية العربية؛ تبيان مدىحاجة الدول العربية لتحقيق وتعزيز التعاون فيما بينها في مجال بورصات الأوراق المالية، قياس إمكانية تحقيقالتعاون بين بورصات الأوراق المالية العربية؛ تحديد الآلية المناسبة لإقامة تعاون بين بورصات الأوراق المالية العربية،وذلك بالإستفادة من التجارب الدولية الرائدة، قياس أثر تحرير تجارة الخدمات المالية على التعاون بين بورصاتالأوراق المالية العربية، وذلك من خلال محاولة الإجابة على التساؤل التالي: كيف يؤثر تحرير تجارة بموجب المنظمة العالمية للتجارة على التعاون بين بورصات الأوراق المالية العربية؟

The study is entitled The STATE AND THE PROSPECTS OF THE COOPERATION BETWEEN THE ARAB STOCK EXCHANGES AFTER THE LIBERALIZATION OF TRADE IN FINANCIAL SERVICES BY WORLD TRADE ORGANIZATION " ,it shed light on how is this cooperation working , by measuring to what extent are the Arab stock markets integrated in the latter . The study focused on the following Arab countries (SAUDI ARABIA , EMIRATES , BAHRAIN, QATAR ,KUWAIT, ALGERIA , EGYPT ,TUNISIA, MORROCOW, AMAN , JORDAN ,and LEBANON ), as these countries are members in the Arabic monetary fund, so the researcher was able to reach the digital data of the study . The study took into consideration the relationship between the previous mentioned countries, and the world trade organization, without neglecting the non-members countries in World trade organization, as LEBANON and ALGERIA. The study also talked about countries which committed to liberalizing trade in services, as EMIRATES , BAHRAIN, QATAR, KUWAIT, EGYPT , MORROCOW , TUNISIA, and also countries which did not commit to , as SAUDI ARABIA , JORDAN , and AMAN . Furthermore the researcher focused on the prospects of this cooperation by measuring the impact of the liberalization of trade on the cooperation between the Arab stock markets, by using the stock market index , the financial liberalization index , direct investment flows , the inflation rate during the period between ( 2009-2017 ) _ the period in which all the data about the countries which the researcher focused on are available_ ,especially the Algerian stock market . The point of this study is to reach a number of objectives, as studying the state of the Arab stock markets, stressing the importance of the improvement of the cooperation between them , emphasizing the possibility of achieving this cooperation, determining the adequate mechanism to make the cooperation between the Arab stock markets work successfully by benefiting from some of the successful experiences of the leading countries, and finally measuring the impact of the liberalization of trade services on the cooperation between the Arab stock markets, by answering the following question " HOW DID THE LIBERALIZATION OF TRADE IN FINANCIAL SERVICES BY WORLD TRADE ORGANIZATION INFLUENCE THE COOPERATION BETWEEN THE ARAB STOCK MARKETS ? " The study is divided into 4 chapters in addition to an introduction and a conclusion. The first chapter talked about the liberalization of trade in financial services by the world trade organization, by focusing on the theoretical framework of the liberalization, and also the official agreement of the liberalization of trade in financial services. The second chapter dealt with the state of the Arab stock markets by presenting the stock markets in general, and also analyzing the performance of the Arab stock markets in the period between 2009-2017 The third chapter was entitled " the state of the cooperation between the Arab stock markets " ,and it dealt with the theoretical framework of this cooperation , as well as it talked about the importance of the cooperation between the Arab stock markets ,moreover measuring the possibility of improving the cooperation between the mentioned Arab countries , in addition to that , proposing the adequate mechanism to improve this cooperation . The fourth chapter focused on measuring the impact of the liberalization of trade in financial services on the cooperation between Arab stock markets, by emphasizing the position of the Arab stock markets which the study focused on in the Arab world after the liberalization of trade in financial services, by the world trade organization, and also measuring its impact, by using the PANEL data. At the end the researcher states the results of the study. Notre étude intituleé: "ETAT ET PERSPECTIVES DE LA COOPÉRATION ENTRE BOURSES ARABES DANS LE CADRE DU LIBRE ÉCHANGE DES SERVICES FINANCIERS AU SEIN DE L'ORGANISATION MONDIALE DU COMMERCE ", s'est concentreé sur l'état de la coopération des bourses arabes en mesurant le degré et le niveau d'intégration des bourses d'un echantillon de pays ( ARABIE-SAUDIS, EMIRATES, BAHRAIN, QATAR, KUWAIT, ALGERIE, EGYPT, MAROC, TUNISIE, AMAN, JORDANIE, LIBAN ) dejá membres dans le fand monétaire arab pour accéder facilement á leurs donneés numérique, comme on a essayer de choisir des pays membres dans l'OMC, et autres adhéres comme l'Algerie et le Liban, comme or a distingué entre ceux quit ont fait des démarches pour la liberalisation de leurs services comme l'Emarates, Bahrain, Qatar, Kuwait, egypt, Maroc, Tunisie, et cells qui n'a fait aucune démarche comme l'Arabie-saudis, jordanie, Aman . L'étude s'est articuleé aussi sur les perspectives de la coopération en mesurant l'impact du libre échange des services financiers sur la coopération entre les bourses arabes en utilisant l'index revenu des bourses, index de libéralisation financiére, flux de l'investisemmant étranger directe, taux d'inflation pendant la periode (2009-2017) , il s'agit d'une période caractériseé par la disponibilité des donnés de tous les pays de notre échantillon surtout pour l'Algerie . Cette étude visait un ensemble de buts, allant d'un diagnostic des bourses arabes, et le besoin des pays arabes á soutenir la coopération en précisant le mécanisme adéquat pour cet accomplissement, en appranant des expériences universelles leaders dans ce domaine, mesurer aussi l'mpact du libre échange des services financiers sur la coopération des bourses arabes, en repondant sure la problématique suivante: " Comment influence-il le libre échange du commerce des services financiers au sein de l'Organisation Mondiale du Commerce sur la coopération des bourses arabes ? " Sur la lumiére de cette problématique on a adopté la méthodolgie suivante en plus d'une introduction et conclusion. Notre étude s'est articuleé en quatre chapitres: _ Un premier chapitre sure le libre échange des services financiers au sein de l'OMC, etudié en deux sous-chapitres, le premier consacré au cadre théorique du libre échange des services financiers, et un deuxième consacré á l'agrément géneral du libre échange des services financiers. _Un deuxième chapitre consacré pour l'etat des bourses arabes, en deux sous chapitres: le premier montre une présentation des bourses, le deuxième présentation et analyse de la performance des bourses arabes pendant la periode (2009-2017) _Un troisiéme chapitre intituleé " Etat de coopération des bourses arabes, sous deux sous-chapitres, le premier consacré pour le cadre théorique du processes de la coopération boursiére, le deuxième est sur l'etat et l'interêt de la coopération des bourses arabes, ainsi qu'une mesure de la possibilité d'une coopération boursiére entre les pays de notre échantillon d'étude, et une proposition d'un mécanisme adéquat pour une coopération enter ces derniers. _Un quatrième chapitre: oú on a mesurer l'impact du libre échange des services financiers sur la coopération des bourses arabes en deux sous-chapitres.Le premier consacré au compartment des bourses arabes face au libre échange des services financiers au sein de l'OMC.
