الملخص
The research objective is to analyze and explain how a political regime changes by examining the impact of economic development on political development and the relationship between state- society. South Korea, where a bureaucratic-authoritarian regime appeared within the context of capitalist industrialization, is taken as an example. The study uses Guillermo O'Donnell Bureaucratic-Authoritarian Model to examine the relationship between socioeconomic changes, political development and regime change. The Model argues that economic crises caused by the inability of the incorporating regime to achieve the stage of heavy industrialization leads to its replacement by an exclusionary bureaucratic – authoritarian regime. The research main hypotheses are borrowed from O'Donnell's Model, which is amended to cater for the impact of regional and international factors on South Korea's situation. An eclectically formulated approach based on the political economy, class analysis , the statistical and the historical descriptive approaches is used. The research results validated the use of O'Donnell's Model for analyzing the South Korean situation under General Park Chung Hee regime. The implementation of policies to achieve industrialization through a "dependent development" approach and the state intervention in regulating a free market economy led to the impeding of small and medium firms, alienation of rural peasantry from land and the impoverishment of low income groups in the urban centers. The regime reacted through repression and coercion to enforce its policies ignited severe conflict between the ruling regime and a wide unorganized coerced opposition forces over production relation. The Yushin Constitution, 1972 failed to contain the rising tides of opposition or to facilitate the deepening of industrialization. However, the change of relations among super powers in the 1970s, the Détente, the end of the Cold War and the rise of an international interest on human rights led to the furtherance of the domestic and international isolation of the regime and its demise in 1979. The study offers some recommendations to help in achieving a peaceful and successful end to the on-going conflict over regime change to democracy in Africa and the Middle East, as follows: i-Priority should be given to nourish democratic values and principles through civic education, freedom of association and press. ii-The role of the middle class, civil society ,political parties and other socioeconomic trade unions and associations is vital for the process of regime change. The formation of an alliance or a broad bloc by the former forces is important to go well beyond the phase of " democratic transition" into the realm of "democratic consolidation and continuation" . iii- The role of the international community represented by international organizations, bilateral and multilateral alliances, diplomatic relations, non- governmental organizations, aid organizations, etc.. has become an integral part of the process of regime change. The better the relations between states and domestic stakeholders and the international community, the more chances for a peaceful regime change to democracy.
