Safe disposal of solid waste is one of the most important environmental challenges particularly faced by modern societies, and to which all the countries of the world are increasingly paying attention, not only because of their harmful effects on public health and the environment, but also for their distortion of the country's cultural face as well as their socio-economic implications. Each of these effects has a high price for these countries: whether they spend money that they could spare or suffer losses they could have avoided. Also, the quantity of waste generated daily increases as a result of population growth and high per capita waste production. This research aims to contribute to the preparation of an environmental-economic engineering study that includes the proposed standards and reclamation guidelines for the rehabilitation of random dumps in the country, it also include a study of the rehabilitation of the random dump in the city of Safita, as a model for rehabilitation of similar random dumps of municipal waste in the country. In this research, we studied the status of the Safita's random dump by preparing an environmental-economic engineering study which includes the criteria and reclamation guidelines for the rehabilitation of this dump, and based on the results of the research that used maps and collected information on the dump from the relevant municipalities and directorates of the region, and based also on the soil analysis and study carried in the field, as well as the economic feasibility, a program for the reclamation and then closing the dump was proposed for a period of six months, until the wastes contained in it become inactive wastes, as most of them are organic. The wastes are then compacted into the random dump and an adjustment layer -for collecting gases-is formed, then layers of insulation and protection are installed, ie, the geotextile protection layer of 200 g / m 2 , the poly-etylene insulation layer of 0.5 mm thickness, the draining layer on the upper surface for the collection of the rainwater falling on the dump, an agricultural layer on the dump body) in order to turn the dump into a green area, and then planting trees and shrubs with deep roots.
