الملخص

تمحورت هذه الدراسة حول مدى التأثير الذي أحدثه الدور الإقليمي التركي المتعاظم في المنطقة في إدارة الصراع الفلسطيني-الإسرائيلي، في الفترة (2002-2010)؛ بهدف تبيّين الإضافة التي أعطاها هذا الدور للقضية الفلسطينية، وتأثيرات صعود حزب العدالة والتنمية التركي "ذو الجذور الإسلامية" إلى سدة الحكم، على مسار العلاقات التركية-الإسرائيلية، في ظل المتغيرات الإقليمية والدولية .تم في هذه الدراسة مناقشة التحول في السياسة الخارجية التركية تجاه القضية الفلسطينية، ما بين الأعوام 2002-2010، من الانتفاضة الثانية إلى العدوان على غزة، لما لهذه الفترة من أهمية بالغة في تطور مسار القضية الفلسطينية وتحولها إلى قضية مركزية بالنسبة لتركيا، وما لحزب العدالة والتنمية من دور مفصلي في هذا التحول.تم التطرق إلى أهم القضايا المتعلقة بالإطار النظري لتحليل السياسة الخارجية وعوامل التأثير عليها، والأسس النظرية لتحولات السياسة الخارجية التركية من مقاربة التحول الحضاري، ومقاربة العمق الإستراتيجي بالإضافة إلى مقاربة العثمانية الجديدة، وصولا إلى محدداتها ووسائل تنفيذها؛ ثم التطرق إلى الأدوار التركية دراسة نظرية، والأدوار الإقليمية التركية الفعلية، كدور الموازن الإقليمي، ودور الوسيط. ثم انتقلت الدراسة لمعرفة تأثير الدور الإقليمي التركي على إدارة الصراع الفلسطيني- الإسرائيلي، حيث تم تناول العلاقات التركية-الفلسطينية والعلاقات التركية-الإسرائيلية، ثم دراسة الأدوار التركية في إدارة الصراع الفلسطيني الإسرائيلي في فترة حكم العدالة و التنمية من محددات الدور التركي تجاه الصراع الفلسطيني الإسرائيلي، وسلوك تركيا تجاه فوز حركة حماس في الانتخابات التشريعية، موقف تركيا من اتفاق مكة ومساعيها في تحقيق المصالحة الفلسطينية، ومحاولة لعب دور الوسيط بين الفلسطينيين والإسرائيليين و وقفها من مؤتمر أنابوليس، كذا إظهار الدور التركي أثناء العدوان على غزة، وانعكاسات هذا العدوان على العلاقات التركية-الإسرائيلية، وموقف تركيا من الاعتداء على أسطول الحرية، وصولا في الأخير إلى حدود الدور التركي تجاه القضية الفلسطينية. وخرجت الدراسة بنتيجة مفادها: أن السياسة الخارجية التركية و من خلال دورها الإقليمي تحرص على التوفيق بين تحالفاتها الإستراتيجية ومصالحها الوطنية، وبالتالي فإن السيناريو المحتمل للعلاقات التركية-الإسرائيلية هو احتمالية استمرار حالة الشد والجذب والتوتر في العلاقات من الحين إلى الآخر، إلا أنه ينظر لها باعتبارها مستجدات طارئة لن تؤثر في عمق العلاقات الإستراتيجية القائمة بين الدولتين، والتي تصوغها لغة المصالح المتبادلة بين كلا البلدين، فرغبة تركيا في بناء علاقات إيجابية مع محيطها العربي والإسلامي في ظل علاقتها المتميزة مع إسرائيل جعلها وسيطاً محتملاً للعب دوراً إيجابياً في الصراع الفلسطيني الإسرائيلي.كما أوصت الدراسة بضرورة استغلال حالة الفتور القائمة بين أنقرة وتل أبيب، بتعزيز العلاقات السياسية والعسكرية والاقتصادية العربية مع تركيا، والارتقاء بها إلى أعلى مستوياتها، مما سيجبر الحكومات التركية بمختلف انتماءاتها للعمل على بقاء تلك العلاقات واستمراريتها. بالإضافة إلى السعي لإبقاء الدعم التركي للقضية الفلسطينية مستمراً ومحاولة تفعيل هذا الدور في ظل ما تتمتع به من مكانة إقليمية ودولية تؤهلها للقيام بذلك.

This study focused on the extent of the impact caused by the regional role of Turkey's growing in the region in the Palestinian-Israeli conflict management, in the period (2002-2010); the aim of the addendum that gave her the role of the Palestinian issue to indicate, and the effects of the rise of the Turkish Justice and Development Party, "which has Islamist roots "to power, on the path of Turkish-Israeli relations, in light of regional and international variables.This study discussed the shift in Turkish foreign policy towards the Palestinian issue, between the years 2002-2010, from the second revolution to the aggression on Gaza, because this period was of a great importance in the evolution of the path of the Palestinian issue and its transformation into a central issue for Turkey, and for the party of Justice and Development of particular role in this transformation. It was addressed to the most important issues related to the frame work theoretical analysis of foreign policy and the factors that influence it, and also the theoretical foundations for the transformation of Turkish foreign policy approach of cultural transformation, and approach strategic depth in addition to the new Ottoman approach, as well as the objectives it seeks to achieve, to the limitations and means of implementation. the Turkish roles in a theoretical study, in terms of the determinants and the limits of Turkish regional role, and the actual Turkish regional roles, such as the role of regional stabilizer, and the role of mediator. The study then moved on to see the effect of the Turkish regional role on the management of the Palestinian-Israeli conflict, where the Turkish-Palestinian relations and the Turkish-Israeli relations were addressed, and then to the study of the Turkish roles in the management of the Israeli-Palestinian conflict in the reign of the party of Justice and Development of the determinants of the Turkish role towards the Palestinian-Israeli conflict, and Turkey's attitude towards the victory of Hamas in the legislative elections, Turkey's position on the Mecca agreement and efforts to achieve Palestinian reconciliation, and the try to play the role of mediator between the Palestinians and the Israelis, and position of the Annapolis conference, and as well as show the Turkish role during the aggression on Gaza, and the implications of this aggression on the Turkish-Israeli relations, and 4Turkey's position on the assault on the Freedom Fleet, right down to the last limits of the Turkish role towards the Palestinian issue. The study relied on the characterization and analysis of internal and external data that contributed to the development of Turkish-Israeli relations and Turkish-Palestinian relations, using the historical method and descriptive analytical method and the theory of the role, and approach of the cultural shift and approach of strategic depth, in order to understand the backgrounds and the dimensions of the Turkish regional role and it effects on the Palestinian issue. The study ended with the result that Turkish foreign policy and through its regional role is keen to reconcile its strategic alliances and national interests, and therefore the likely scenario of the Turkish-Israeli relations is the possible continuation of the push and pull and tension in the relations from time to time, but it is seen as developments in an emergency that will not affect the depth of the strategic relations between the two countries, and formulated by the language of mutual interests between the two countries, the Turkish desire in building positive relations with the Arab and Islamic surroundings in light of its distinguished relationship with Israel makes it probable mediator to play a positive role in the Israeli-Palestinian conflict. Therefore, the study recommended the need to reserve a seat for Ankara in the Arab League, as this will thread-Turkish-Arab interests, and the need for the importance of the Turkish role in the level of Arab issues, especially the Palestinian issue, and to support Turkey in the international level, and try to take advantage of Turkish role in international forums and conferences in support of the Palestinian issue. The study also recommended that the exploitation of the chill between Ankara and Tel Aviv, the promotion of Arab political, military and economic relations with Turkey, and upgrade them to the highest level, which would oblige the Turkish government with all to work on the survival and continuation of those relations. In addition to work hard to keep the Turkish support for the Palestinian issue continuing and try to activate this role in the light of its regional and international status that qualifies it to play this role
