The importance of humanitarian intervention lies in its cognitive and normative complexities which generated a theoretical debate between thinkers. Some of them focused on the positive side of intervention in defending the principle of human rights while others highlighted the negative side, focusing on the transformation of this principle into a tool of foreign policy for the great powers to maintain the status quo and neo-colonial policies. Between the status quo theories and the revolutionary ones,the principle of “humanitarian intervention” becomes an ambiguous topic that ended up changing its name to the principle of “the responsibility to protect” in order toadapt to the new international reality after the Cold War and to allow researchers to launch new conceptsrelated to sovereignty andthe use of force in international relations. The thesis relied on descriptive analytical, historical, comparative and dialectical methods in order to go deep and break up the concepts on which the theories of international relations are based in approaching humanitarian intervention andthe terms that accompanied it during the change of bipolarity. The United States of America hastened to consider itself "The Hyperpower” and therefore it can use all means to preserve and defend its interests and reshape the geopolitical map of the world, including the use of the principle of humanitarian intervention to justify the various military interventions that occur in the name of saving human rights and providing assistance to peoples subjected to violence and ethnic slaughter. Through the presentation of the political and the philosophical ideas and the opinions of researchers, the thesis reached many results related to the issue of the theorizing in the West of international relations, which in itself has become a field for intervention by various institutions especially political ones, in order to create a corpus of ideas that allows them as the powerful countries to intervene in all regions of the world and then justify their aggressive foreign policies by using concepts. It becomes clear that those concepts become tools, just like the concept of humanitarian intervention which has turned from being a right to becoming a duty, thus placing the international community in the position of the responsible for everything that happens in the domestic realm of other countries which may lose their sovereignty at any moment on the pretext of violating human rights.
