الملخص

هدفت الدراسة إلى تسليط الضوء على دور المؤسسات الفلسطينية في تعزيز مشاركة المرأة في المجال الدبلوماسي, حيث أبرزت الدراسة أن المرأة الفلسطينية تعاني سياسة التهميش والإقصاء بشكل أو بآخر، بسبب العشائرية والفئوية والذكورية التي يتسم بها المجتمع الفلسطيني، ولكن على الرغم من ذلك فقد استطاعت العديد من النساء الفلسطينيات إحداث تغيير واضح في المجال الدبلوماسي، من خلال وصولهن لمناصب قيادية في السلك الدبلوماسي، وهذا بدوره يرجع إلى اهتمام ورعاية السلطة الفلسطينية للمرأة وإيجابية دورها في كافة مجالات النضال الفلسطيني، ومنها المجال السياسي والدبلوماسي.تم تقسيم الدراسة إلى أربعة فصول رئيسة إضافة إلى الفصل الأول وهو الإطار العام للدراسة والخاتمة، حيث تطرق الفصل الثاني إلى نشأة وتطور المؤسسات السياسية والدبلوماسية في فلسطين ودور المرأة فيها، وذلك من خلال مبحثين: الأول استعرض المؤسسات الفلسطينية قبل فترة الانتداب: 1917-1948م، أما الثاني فتحدث عن المؤسسات الفلسطينية بعد عام 1948 حتى نشوء السلطة الفلسطينية.أما الفصل الثالث فقد أبرز المرأة الفلسطينية وأشكال مشاركتها بالمجال السياسي والدبلوماسي، وذلك من خلال ثلاثة مباحث: الأول تطرق إلى نشأة وتطور الدبلوماسية الفلسطينية منذ 1917 وفي ظل السلطة الوطنية الفلسطينية، أما الثاني فقد بيّن مؤسسات العمل الدبلوماسي الفلسطيني ودور المرأة في المجال السياسي والدبلوماسي، أما الثالث فتحدث عن أشكال مشاركة المرأة الفلسطينية بالمجال الدبلوماسي ودور المؤسسات الفلسطينية في دعم المرأةأما الفصل الرابع فقد تطرق إلى التحديات التي تواجه المرأة الفلسطينية بالعمل في المجال الدبلوماسي، وذلك من خلال مبحثين: الأول تحدث عن المعوقات التي تواجه المرأة الفلسطينية في العمل والالتحاق في المجال الدبلوماسي، أما الثاني فاستعرض آليات تعزيز دور المرأة الفلسطينية في المجال الدبلوماسي.استخدمت الدراسة المنهج الدستوري المؤسساتي، والنظرية النسوية، كذلك المنهج التاريخي الذي استند على فهم الأحداث التاريخية في الماضي والحاضر والوقوف على طبيعة الأحداث، حيث قامت الباحثة من خلال هذا المنهج برصد تاريخ المرأة الفلسطينية ومشاركتها السياسية والدبلوماسية، وصولاً لفهم العوامل والظروف التي أدت إلى تقليص هذا الدور، كما تم استخدام المنهج الوصفي التحليلي كونه المنهج الذي يشتمل على جميع الإجراءات التي تساعد على اكتشاف الوقائع المختلفة للعمليات والبرامج المخططة التي أعدت لتحقيق تغييرات مقصودة في المجتمع المستهدف، لمعرفة واقع المرأة في المجال الدبلوماسي، وصولاً لتحقيق أهدافها وتحسين وضعها الوظيفي.وقد خلصت الدراسة إلى نتائج منها: أن البعثات الدبلوماسية الفلسطينية تنتشر في الكثير من دول العالم تحت إطار منظمة التحرير الفلسطينية، بصفتها الجهة المختصة بالتمثيل الدبلوماسي بدائرتها السياسية، ثم أصبحت تدير تلك البعثات الدبلوماسية وزارة الخارجية الفلسطينية، التي تم إنشاؤها عام 2003م. وأظهرت الدراسة التمييز الواضح في حق المرأة في الوصول إلى الوظيفة الدبلوماسية ومشاركتها في صناعة القرار، وكما أكدت الدراسة على أن خروج المرأة إلى ميدان العمل الدبلوماسي في العصر الحديث ترك أثره الواضح والبارز في مساهمتها بنشاطات عديدة في هذا الميدان.كما أوصت الدراسة بـ: ضرورة العمل على تطوير الدبلوماسية وأدواتها، نظراً لكونها من الوسائل التي يجب تحديثها باستمرار بسبب تطور النظم السياسية والدبلوماسية في الدول المتعددة.أيضاً وجوب وقف التمييز الواضح في حق المرأة الفلسطينية في تمكينها من الوصول إلى السلك الدبلوماسي وصناعة القرار السياسي، خاصة في ظل وجود نماذج نسوية رائدة في هذا المجال. كما أوصت الدراسة بضرورة اهتمام السلطة الفلسطينية بالمرأة الفلسطينية وإشراكها وتمكينها من الالتحاق بالسلك الدبلوماسي .

. The study aimed to shed light on the role of Palestinian institutions in promoting women's participation in the diplomatic field, where the study showed that Palestinian women suffer from a policy of marginalization and exclusion because of the clan, factional and patriarchal aspects of Palestinian society. Despite this, many Palestinian women managed to make a clear change in the diplomatic field, by reaching leadership positions in the diplomatic field.This is due to the Palestinian Authority's care for women and its positive role in all areas of the Palestinian struggle, including the political and diplomatic field.The study was divided into four main chapters, as the first chapter is the general framework of the study and the conclusion, where the second chapter touched on the emergence and development of political and diplomatic institutions in Palestine and the role of women in it, through two sections: The first reviewed the Palestinian institutions before the mandate period: 1917 1948 AD, and the second talked about Palestinian institutions after 1948 until the establishment of the Palestinian Authority.As for the third chapter, it highlighted the forms of Palestinian women’s participation in the political and diplomatic field, through three sections: the first dealt with the emergence and development of Palestinian diplomacy since 1917 and under the Palestinian National Authority, while the second showed the institutions of Palestinian diplomatic work and the role of women in the political and diplomatic field. The third dealt with the forms of Palestinian women's participation in the diplomatic field and the role of Palestinian institutions in supporting women.As for the fourth chapter, it touched upon the challenges facing Palestinian women working in the diplomatic field, through two topics: the first talked about the obstacles that Palestinian women face in working and joining the diplomatic field, while the second reviewed the mechanisms of enhancing the role of Palestinian women in this field.This study used the historical method, which was based on the historical events in the past and the present, and analysis all events. Through this approach, the researcher monitored the history of Palestinian women and their political and diplomatic participation, in order to understand the factors and circumstances that led to the reduction of this role.The descriptive analytical approach was also used because it contains all the procedures that help to discover the different facts of the processes and programs that are designed to achieve intended changes in the target society in order to know the reality of women in the diplomatic field and thus improve their career status in the diplomatic and political fields.The study reached several results, including: that Palestinian diplomatic missions spread in many countries of the world within the framework of the Palestine Liberation Organization as the competent authority for diplomatic representation in its political department, then the Palestinian Ministry of Foreign Affairs, which was established in 2003 became the director of those diplomatic missions. The study showed clear discrimination on the right of women to access the diplomatic job and their participation in decision-making, the study also confirmed that women's participation in the diplomatic field had a clear impact on their participation in many activities in this field.The study recommended the need to work on developing diplomacy and its tools, given that as it is one of the means that must be constantly developed, due to the development of political and diplomatic systems in many countries.And the obvious bias against Palestinian women must be stopped by enabling them to access the diplomatic corps and make political decisions, especially in light of the presence of wonderful feminist models in this area.The study also recommended that the Palestinian Authority should pay attention to Palestinian women and enable them to join the diplomatic field
