Intounlateral sanctions have played a major role in the field of implementing and applying legal rules, then obliging others to adhere to them. This reflects the reality of the constant need for penalties in any law, and in any international judiciary context. The absence of a state authority that enforces the bases of the legal system leads to the situation where each state bears the responsibility of fulfilling the rules of law that govern relations among other states to protect its interests. The goal that unilateral international sanctions aim at is to stop illegal international activities and provide compensation, in addition to establishing a punitive purpose to enforce such sanctions. The truth is that the legal basis for international sanctions or punishments is found in the “treatment against acts” principle, as expressed by Virally. By reviewing international legal concepts and international practice, it became clear that there are a series of conditions that should be met to accept the imposition of unilateral international sanctions. These conditions include: a prior demand to remedy the violation of an international obligation, the fulfillment of obligations related to dispute settlement, and adherence to the principle of proportionality. However, the existence of these conditions does not negate the presence of forbidden forms of these sanctions. These forbidden forms reflect the development of the international legal system in this matter. The use of armed force or the threat of force is not considered an acceptable form of unilateral international sanctions and is prohibited. In addition, economic or political coercion that aims to threaten the regional security or political independence of the state committing the illegal international act is prohibited. Any actions that violate the sanctity of diplomatic or consular personnel, premises, scripts, or documents are also forbidden. Lastly, any measures that violate fundamental human rights are considered prohibited sanctions. The conditions required for the imposition of unilateral sanctions have been confirmed by international judicial bodies and courts in various cases. It is worth noting that forms of unilateral international sanctions may include some that do not require the use of force and others that do; however, all must comply with the conditions outlined above. As described previously, several conclusions can be drawn: If international law relies on unilateral sanctions up to the current phase, this reflects a preliminary form of the law despite the development witnessed in legal concepts and their approval by international states. Acceptance of unilateral sanctions by the international legal system does not mean unrestricted approval of these punishments. The administrative nature of this system and the absence of a central authority lead to the conditional acceptance of such sanctions; they are considered necessary rather than welcome. The development of international organizations, through regulating relations among states at various levels—economic and political—may reduce the reliance on unilateral sanctions. These organizations consistently employ legal means and restrictions to resolve international conflicts.
