الملخص

تهدف هذه الدراسة إلى إبراز دور وأهمية عملية إصلاح الحكم في بناء دولة القانون في الجزائر خلال الفترة ما بين 2000-2020. ونظرًا للأهمية الكبيرة والدور الإيجابي الذي تلعبه عملية الإصلاح السياسي في بناء دولة القانون والمؤسسات، كان لا بد للنظام السياسي في الجزائر من القيام بعملية إصلاح سياسية - اجتماعية ديمقراطية شاملة، تعمل على تلقين الأفراد وإكسابهم قيم الثقافة الديمقراطية (حرية، عدالة، مساواة، مشاركة، اختلاف، مواطنة)، وإصلاح أداء المؤسسات الحكومية وترشيد أدائها الوطني والمحلي، وذلك من أجل بناء نظام سياسي رشيد، يكرس التداول السلمي على السلطة، ويفتح باب التعددية والمشاركة لجميع الأطراف، ويعمل على تفعيل المجتمع المدني القادر على بناء دولة القانون وتفعيل أسس الحكم الراشد الصالح والقويم في الجزائر

Cette étude vise à souligner le rôle et l'importance de la réforme de la gouvernance dans la construction de l'État de droit en Algérie entre 2000 et 2020. Ainsi, l'importance et le rôle positif joué par les réformes politiques dans le processus de construction de l'État de droit et des institutions. Ensuite, il est impératif que le système politique algérien entreprenne un vaste processus de réforme politico-sociale et démocratique, qui œuvre pour enseigner les individus et leur fournir les valeurs de la culture démocratique (liberté, justice, égalité, participation, différence, citoyenneté). De plus, il est nécessaire de commencer à réformer le fonctionnement des institutions gouvernementales et rationaliser leurs performances nationales et locales afin de construire un système politique rationnel qui perpétue la délibération pacifique du pouvoir, ouvre le multilatéralisme et la participation à toutes les parties et exploite une société civile capable de construire un État de droit et de mettre en œuvre les fondements d’une bonne gouvernance en Algérie." (This study aims to highlight the role and importance of governance reform in the construction of the rule of law in Algeria between 2000 and 2020. Thus, the importance and positive role played by political reforms in the process of building the rule of law and institutions. Secondly, it is imperative that the Algerian political system undertake a broad process of politico-social and democratic reform, which works to teach individuals and provide them with the values of democratic culture (freedom, justice, equality, participation, difference, citizenship). In addition, it is necessary to begin reforming the functioning of government institutions and rationalizing their national and local performance in order to build a rational political system that perpetuates the peaceful deliberation of power, opens up multilateralism and participation to all parties, and harnesses a civil society capable of building a state of law and implementing the foundations of good governance in Algeria."
