-إرساء سياسة دفاع وطنية شاملة ومرنة، بإمكانها التأقلم مع التهديدات الجديدة وتكون قادرة على إيجاد بدائل فعالة بأقل تكلفة، علما أن المقاربة التقليدية أثبتت محدوديتها وقصورها في بعض المواقف والحالات إلى جانب تكلفتها الباهظة التي تثقل كاهل الخزينة العمومية.

Le thème de notre thèse s’intéresse à la médiationcomme mécanisme de résolution des conflits internationaux, avec , La médiation algérienne dans le conflit au Mali, comme étude de cas.Dans ce cadre nousavons procédéà la définition de la médiation, sa nature, ses formes, ainsi que ses fonctionset lesthéories qui se sont intéressées à ce mécanisme, notamment chez l’école Anglo-Saxonne qui est pionnière dans le domaine, avant qu’elle soit rattrapée par les autres écoles.La médiation internationale a, aussi, fait partie de notre recherche, puisqu’elle est considérée comme une forme de médiation et un mécanisme de résolution des conflits internationaux.Aussi, dans le même contexte,nous avons abordé le rôle du médiateur international, vu sa position importante dans la concrétisation de la médiation est l’acteur principal dans ce processus. D’un autre coté , notre étude a consacré une partie de la recherche à la région sahélo-saharienne qui s’étend entre l’Afrique du nord et l’Afrique subsaharienne et qui est prisonnière de ces propres caractéristiques , géopolitiques et économiques, ce qui la rend fragile par rapport aux différents défis qu’elle ne cesse de rencontrer.Le Mali qui est le ventre mou de la région Sahélo-saharienne a, toujours, subi les pires conséquences des problèmes que connait cette région, notamment le conflit dans le nord du pays qui implique chaque fois une médiation pour sa résolution. L’Algérie a toujours assuré ce rôle du médiateur entre le Gouvernement du Mali et les mouvements rebelles du nord, et ce à travers ses médiations dans les conflits qu’a connu le mali durant les années 1991 et 2006 et bien sur après le déclenchement du dernier conflit en 2012, thème de notre étude de cas,qui a abouti à la signature de l’Accord de paix et de réconciliation au Mali , issu du Processus d’Alger le 15 mai 2015. L’Algérie a –t-elle réussie dans sa médiation au Mali? C’est la question à laquelle on a essayé de répondre, à travers l’étude de l’Accorde Paix et réconciliation, ses résultats, et les impacts qui ont suivi l’étape d’application à travers l’étude et l’analyse des rapports qu’a publié le Centre Carter, Observateur indépendant, désigné pour suivre les différentes étapes d’application de l’Accord par la Commission de suivi de l’Application de l’Accord, qui est présidée par l’Algérie.Les mots clés de l’Étude:Les Conflits, La médiation, La médiation Internationale, Le médiateur, Le médiateur International, Algérie, Région Sahélo-saharienne, Mali, Touaregs, Mouvements insurrectionnels, Coordination du nord, Plateforme du 14 juin 2014, Accord de Paix et de Réconciliation, Commission de suivi, L’Observateur Indépendant.. () study we are presenting addresses the role of mediation in resolving international struggles, with Algerian mediation in Mali being a model for research.The study dealt with the definition of mediation, its concepts, its forms, its functions and ways of employing it, as well as the theories that were originally for mediation, especially the Anglo-Saxon school, which is considered in this field, before joining it in other schools, as well as the difference between mediation and other forms of dispute resolution: arbitration, conciliation and negotiation.In the same context, international mediation has been addressed as a form of mediation and as well as as the area of interest in our study, as well as the mediator itself as the primary element and the primary actor in mediation.On the other hand, the study addressed the advantages of the Sahel region by studying and researching as the vital area to which the State of Mali belongs and considering that the problems experienced by the latter are the same that control the desert .The study also examined the State of Mali by research as the state chosen as a sample of the study and discussed the geopolitical and economic characteristics of this country and the difficulties it suffers in ensuring the living requirements of its citizens, especially the northern region, which has witnessed many rebellions, especially Tuareg throughout the history of this country, which every time Algeria intervened as a mediator to resolve the crisis.The mediation in the conflict in Mali is a well-studied experience, as it was every time able to resolve the crisis despite its difficulty, and Algeria has once again responded to the demand of the Malian government and rebel movements in Mali to intervene as a mediator in order to resolve the crisis.
