الملخص

Le projet urbain, comme démarche renouvelée, devient l’outil préférentiel d’intervention dans les espaces urbains, et les situations urbaines actuelles nécessitent un renouvèlement d’outils et de structures, ainsi que des méthodes flexibles aux vues d’interaction de phénomènes urbains.Guelma semble vivre un décalage ville planifiée-ville vécue, et les disparités spatiales et sociales s’élargissent de plus en plus. Et sa fabrication, par morceaux, à l’aide d’instruments rigide tels que le plan directeur d’aménagement et d’urbanisme et le plan d’occupation des sols, a générée une désarticulation des espaces urbains et une saturation de son site urbanisable. Cette recherche interroge les outils de planification spatiale et ceux de la planification urbaine en vue de vérifier leur cohérence, ainsi que leur contribution dans la fabrication de la ville de Guelma, et son approche urbaine a permis de saisir les déterminants de son évolution et de cet état de fait. Ce travail s’intéresse au plan d’occupation des sols Sud à Guelma, comme dernière grande extension de la ville de Guelma vers le Sud, et qui est devenu, aujourd’hui, le support probable d’une centralité secondaire pour la ville de Guelma, et il connait aujourd’hui, la réalisation de plus de 4000 logements collectifs en copropriété.Et c’est par l’approche de ce projet urbain, le questionnaire auprès des futurs copropriétaires des logements en réalisation, et l’entretien avec les promoteurs réalisateurs et les représentants des autorités publiques locales qu’il semble que la participation financière des habitants usagers, de ces logements collectifs, a causé la naissance d’intérêts contradictoires, et le jeu d’acteurs a influencé le projet urbain comme démarche. Les négociations et les concertations, comme pierre angulaire, ont contribuées à l’adaptation et aux ajustements faits dans l’espace et dans le temps, en créant de nouvelles conditions de gestion de cette grande cité.Cette recherche attire l’attention pour un renouvellement des outils et des méthodes, en introduisant le projet urbain comme démarche de participation, de négociation et d’accompagnement lors de l’élaboration des POS, afin de permettre une meilleure articulation de nos espaces urbains.

The urban project, as a renewed approach, becomes the preferred tool for intervention in urban spaces, and we are, today, faced with situations of urban growth which needs, more than ever,a renewal of tools and structures, as well as the discovery of flexible methods in view of the interaction of urban phenomena. Guelma seems to be experiencing a planned city-lived city disconnects, and spatial and social disparities are widening more and more. And its manufacture, in pieces, using rigid instruments such as the master plan of development and town planning and the land use plan, generated a disarticulation of urban spaces and a saturation of its urbanizable site... This research questions the tools of spatial planning and those of urban planning in order to verify their coherence, as well as their contribution in the making of the city of Guelma, and its urban approach made it possible to grasp the determinants of its evolution and this state of fact.This work focuses on the southern land use plan in Guelma, as the last major extension of the city of Guelma to the south, and which has become, today, the probable support of a secondary centrality for the city of Guelma, and he knows today, the realization of more than 4000collective housing in co-ownership.And it is through the approach of this urban project, the questionnaire with the future co-owners of housing under construction, and the interview with the promoters and developers and representatives of local public authorities that it seems that the financial participation of the inhabitants, of these collective dwellings, caused the birth of contradictory interests, and the play of actors influenced the urban project, like approach. Negotiations and consultations, as a cornerstone, have contributed to the adaptation and adjustments made in space and time, by creating new conditions for the management of this great city. The objective of this research is to attract attention for a renewal of tools and methods, by introducing the urban project as a process of negotiation and support during the development of POS‟s, in order to allow a better articulation of our urban spaces.
