Given the importance of stimulus tax, and as one of the most important tools used primarily to control the increase and decrease the economic sectors and activities, which produced a series of questions related to the size they affect individuals and institutions, and then comes this research to determine the parameters and the size of this effect, by trying to highlight the importance of the study the impact of fiscal stimulus in the creation and performance of small and medium enterprises at the micro-level (institutions), and at the macro level, in addition to trying to sensitize officials of the need to give importance to stimulate Aljbaia of the institution.The interest in the study of these types of tax effects that would contribute to the further improvement of the productive capacity of the institution for small and medium enterprises, and to highlight the fiscal stimulus site, they suffered various theories and theses that addressed the impact of these incentives at different levels.It was found through the study of the impact of the fiscal stimulus on some institutions that the stimulus is a positive influence in the creation of small and medium enterprises, it is worthwhile to point out that the stimulus Aljbaia is considered the best way to increase the establishment of small and medium enterprises.
