ترجمة الملخص

The period for the study from 1995 to 2009 , the study aims to understand the reality of the Palestinian security through the knowledge of the role of the security forces in building the Palestinian State . In order to develop a vision of what Palestinian security in the present statue and how must be . To achieve these goals we asked the following questions :- What is the role of the security organization to maintain stability ? What are the security restricts that Israel put as conditions in any future compromise ?hat is the Palestinian security doctrine that could be adopted by security organization in the future ? Could the security organization keep a good political benefits with the neighboring countries ? What are the regional restrictions and how can imagine their role in this area? The importance of this study is to enrich the scientific research in the field of developing the security thought , in answer to the study problem which can be summarized in the following question:- How the building of the security organization service the building of Palestinian State ? The researcher used the descriptive method and field study style , where the information was obtained from two resources .First from the books , articles and previous studies in the local libraries and libraries of Jordan University . Second primary resource which depend on meeting with Palestinian security leaders , most carry two traits security and academy and who are considered leadership who develop and carry out the security Palestinian polices The study also concluded that there must be a realistic Palestinian security doctrine to meet the needs , consistent with geopolitical developments to be as a general framework for the work of the Palestinian security organization. The results showed the important role that the security organization should play in the present and future in building Palestinian state and in maintaining security and stability in Palestine . The study showed that the non-politicization of the Palestinian security organization and not to force them in political arguments could maintain security and stability and improves the security level , promote transparency and accountability in the security organization and enhance its role in the fight against outlaws and extremism . طThrough the results of the study , the researcher recommended a set of recommendations which are benefit in putting legislations that organize the work of the security organization to prevent the overlapping of powers between them , determined the number of security organizations and subjected it to the political level .so it is necessary to built the organizational structure that fits with the building of modern democratic state under the rule of law . This structure should allow to identify the duties and functions of the security organization in accordance with the legal framework for its work ,and also to identify the reference (leadership) to the organization , including identify the responsibilities for the performance of these organization
