ترجمة الملخص

The Arab World has been living in political and security unrest so much that the policemen are confused and they have become in sore need of an author to illuminate them and point out to them some of the legal and legislative rulings that help them to do their duty steadily. That's why this thesis intends to deal with the most important queries of committing crimes on lives and other things in concern scientifically to be able to deduce the legal and legislative rulings to which the policemen should refer. I dealt with all the aspects of this topic clearly and transparently and divided it into two parts. Part one I dealt with definition of the term felony; its sections , the difference between it and the crime . I also dealt with the tasks and duties of policemen and the way they should behave towards citizens. Part two: I dealt with the meaning of abuse of power as a crime that deserves punishment. It is permitted for the authority to fight a criminal or even to kill him after gradual attempts to stop him. The felony of the forced should be attributed to the original doer or that who caused the crime to occur. The Policeman should be obeyed in the favorable matters only. On the other hand , the president should be obeyed so long as he gives legal instructions. however , he shouldn't be obeyed if he gives instructions that break the Islamic legislation rulings . Also, Peaceful demonstrations should not be ended using excessive force , but negotiations with the demonstrators and dialogue with them is the only resort as using individual power is illegal. As for the riot demonstrations that lead to Chaos and devastation , The policemen should use force in a way that insures the fulfillment security on the part of policemen as much as possible , the force that they can't do without. Because the real goal of the presence of the police to maintain law and order in the state, have followed in this research inductive method analytical and deductive comparison between the books of jurisprudence and law, and the most important results, it must be the police deal with citizens based on respect, keeping their rights and do not violate However, within the limits of the law and Shara.
