Le projet urbain, comme étant une nouvelle pratique urbaine, tend à se généraliser et à se pratiquer dans toutes les villes du monde. Ce nouveau mode d’action sur les villes, rompt avec les pratiques antécédentes de planification et d’aménagement. Le projet urbain propose un processus partagé, où tous les acteurs de la ville se rencontrent et se concertent. Le management de projet est l’un des aspects stratégique et spécifique du projet urbain. Nous avons choisi de développer cet axe, afin de donner plus de précision et d’éclaircissement concernant le projet urbain. Le projet de modernisation de la métropole Constantinoise (PMMC), présente une ébauche ou une initiative de projet urbain. Etudier le management de projet du PMMC, nous permettra d’analyser et d’examiner les modes de prise de décision locale, les montages d’opérations, le jeu d’acteurs, le rôle des collectivités locales et territoriales, ainsi que le financement des grands projets. Le management de projet urbain met en étroite relation le processus politique, la maîtrise d’ouvrage, la conception et la réalisation du projet. C’est la raison pour laquelle, un comité de pilotage ou une équipe de projet est omni présente tout au long des différentes phases du projet urbain. Cette équipe assure l’interface entre les différents niveaux et acteurs du projet. « Le management de projet comme aspect stratégique du projet urbain » est un travail qui met de la lumière sur le concept de projet urbain, en accentuant le point sur le management de projet. Le projet de modernisation de la métropole Constantinoise, est un moyen de vérification et d’évaluation des pratiques urbaines en Algérie. The management of urban project closely relates the political process, project management, design and implementation of the project. That's why a steering committee or project team is omnipresent throughout the different phases of the urban project. This team provides the interface between different levels and actors of the project. "The project management as a strategic aspect of the urban project” is a work that sheds light on the concept of urban project, by emphasizing the point on the project management. The modernization project of the city of Constantine is a means of verification and evaluation of urban practices in Algeria.
