الملخص

هذا البحث بعنوان الوظيفة الشرطية ودورها في تحقيق مفهوم الحسبة ، ويتكون هيكل البحث من ثلاثة فصول ، وتسعة مباحث وأربعة وعشرون مطلبا ، ناقش فيه الباحث مفهوم الوظيفة الشرطية وتحدث عن معنى كلمة شرطة وكلمة POLICE في اللغتين العربية والانجليزية ومعناها الاصطلاحي . ثم تحدث الباحث عن الحسبة في الإسلام والوسائل الشرعية للحسبة ، والعلاقة بين وظيفة الشرطة ووظيفة الحسبة حيث تحدث الباحث عن بعض التجارب الشرطية كنماذج في عمل الحسبة ، وتناول الباحث أهمية التدريب الشرطي وأثره في القيام بواجب الحسبة ، ثم تحدث الباحث عن إجراءات الدراسة التطبيقية ونتائج الدراسة. من أهم نتائج هذا البحث ، أن هنالك علاقة وثيقة بين الوظيفة الشرطية ووظيفة الحسبة ، وان عمل الشرطة في الدولة الإسلامية يدخلها في دائرة عمل الحسبة ، وانه يجب على كل من ينتسب للوظيفة الشرطية أن يلتزم بالأخلاق الفاضلة والآداب حتى يكون مؤهلا للحفاظ على أخلاق وآداب المجتمع المسلم ، وان الوظيفة الشرطية بطبيعة عملها مؤهلة لتكون قدوة لبقية مؤسسات الدولة ولذلك يجب أن يكون الاختيار للوظيفة الشرطية قائم على شروط تراعي قدسية هذه المهنة ، مع ضرورة الاهتمام بمناهج التدريب الشرطية وتطويرها والعمل على أن ترتكز هذه المناهج على الأصول الشرعية في الدين الإسلامي. ومن أهم توصيات البحث ، انه يجب الارتقاء بالسلوك الشرطي حتى يكون قدوة للمجتمع ، ومراجعة شروط الاختيار للعمل بالشرطة ، مع ضرورة الاهتمام بالتدريب الشرطي وتطوير مناهجه ثم العمل على تطوير الإعلام الشرطي ، وتقوية العلاقة بين الشرطة والمجتمع لتحقيق أهداف الوظيفة الشرطية .

ترجمة الملخص

This research titled: THE ACT OF THE POLICE POSITION IN ACHIEVING THE CONCEPT OF THE HISBA, and discussed the POLICE position and the role in a achieving the goals of (HISBA) as it cames in Islamic religion , the research consists of three chapters, nine sectors, and twenty-four sub objects. The researcher tries to discussed the concept of POLICE position and talked about the meaning of the words (POLICE) and (SHURTA) in the Arabic and English languages , and its terminology meaning , then the researcher speaks about the (HISBA) in Islam , and the legal means of the ( HISBA) , and the relation between the POLICE position and HISBA position , the researcher also speak about some police experiences as a models of HISBA, the researcher also discussed the important of the police training and its effect in the work and duty of HISBA ,then the researcher speaks about the procedures of the field study and the results of the study. The most important results of this research, there is adherence relation between the POLICE position and HISBA position ,and the main function of the POLICE in the Islamic state is achieving the meaning of HISBA, and it is compulsory for every one who works in this POLICE position to follow the good manners according to the ethics and traditions of the Islamic community, though the POLICE position by its nature was qualified to lead and to be a model for any other institutions of the state ,that is full-duty when we are going to employ any one they must choose the best one to the POLICE position , according to sacredness of this job , in addition to that there must be more care about the methods of POLICE training , and more care about improving these methods, and to work in order to concentrate these methods according to the principles of Islam religion. The most important recommendations of this research , that is there must be more care about the POLICE conduct in order to lead the society revision of the employing conditions to work in POLICE , it is very necessary to give more care about POLICE training , and about the improvement of the methods of training , making more care about POLICE – MEDIA and promote it , stringing the relation between the POLICE and the society to achieve the goals of the POLICE position.
