مفهوم الدولة في الفكر السياسي لحركة فتح 1965- 2009م

الملخص

تعد حركة فتح واحدة من أكثر الحركات الفلسطينية تأثيراً على مجمل مراحل القضية الفلسطينية ، وقد مرت الحركة بمراحل متعددة منها مرحلة العمل العسكري الذي تبلور تحت مفهوم الكفاح المسلح حيث طرحت شعار تحرير فلسطين الطريق للوحدة العربية، وطالبت بالدولة الفلسطينية الديمقراطية المستقلة ذات السيادة على كامل التراب الفلسطيني، ومرحلة العمل السياسي التي لاحت بالأفق ابتداءً من برنامج ذو النقاط العشر عام 1974م والتي ظهرت فيها حركة فتح أكثر ليونة في تعاطيها مع المتغيرات، والتي تبلورت بشكل واضح مع مطلع عام 1990م من خلال التوجه نحو مؤتمر مدريد وما تلاه من مؤتمرات واتفاقيات، وكان للأحداث والصعوبات والمشاكل التي مرت بها الحركة منذ انطلاقها عام 1965م دور كبير في تبلور مفهوم الدولة الفلسطينية لديها، ولهذا هدف الباحث إلى إظهار هذا التبلور في مفهوم الدولة لديها منذ انطلاقتها وحتى مؤتمرها السادس عام 2009م نتيجة لطبيعة الأحداث والمشاكل والضغوطات التي تعرضت لها الحركة، بالإضافة إلى المبادئ العامة والثوابت الوطنية التي رسمتها الحركة لنفسها والتي حددت معالم الدولة الفلسطينية . عرضت الدراسة مفهوم حركة فتح للدولة من خلال تطور مفهوم الدولة الوطنية في الفكر السياسي الفلسطيني وذلك من خلال عرض مفهوم الدولة الفلسطينية عند الأحزاب والمؤسسات السياسية على الساحة الفلسطينية التي سبقت ظهور حركة فتح مثل: الحزب الشيوعي الفلسطيني، حركة الإخوان المسلمين، وحزب البعث العربي الاشتراكي، وحركة القوميين العرب، والاتحاد العام لطلبة فلسطين، ، وحركة الأرض. تطرقت الدراسة لمفهوم الدولة في فكر حركة فتح 1965- 1968م، منذ نشوء حركة فتح ومنظمة التحرير الفلسطينية، ومفهوم الدولة في الميثاق القومي عام 1964م وهزيمة عام 1967م وأثرها على مفهوم الدولة، وإعادة تشكيل منظمة التحرير الفلسطينية، ومعركة الكرامة والهوية الوطنية الفلسطينية عام 1968م، والدولة الفلسطينية لدى شخصيات الداخل الفلسطيني. تناولت الدراسة مرحلة أخرى مهمة تتمثل في تبلور مفهوم الدولة في فكر الحركة 1970 من خلال أثر أحداث الأردن عام 1970م- 1971م وكذلك مشروع المملكة العربية المتحدة وأثر حرب عام 1973م على مفهوم الدولة عند الحركة، وبرنامج النقاط العشر و مؤتمر جنيف واتفاق كامب ديفيد وأثر هذه الأحداث في تبلور مفهوم الدولة عند حركة فتح.عرجت الدراسة كذلك على مفهوم الدولة في فكر حركة فتح 1982- 1988م، من خلال تناول أثر الاجتياح الإسرائيلي للبنان عام 1982م و مشروع ريغان الذي كان يتحدث عن حكم ذاتي للفلسطينيين وهو ما رفضته حركة فتح، ليعلن بعدها الأمير فهد عن مبادرته والتي جمعت بين الاعتراف الضمني بإسرائيل وإقامة الدولة الفلسطينية على الضفة الغربية وقطاع غزة ، كما لم تستبعد الحركة خيار الاتحاد الكونفدرالي مع الأردن. تناولت الدراسة أيضاً أثر الانتفاضة الفلسطينية الأولى على مفهوم الدولة عند الحركة الذي تمثل بإعلان وثيقة استقلال فلسطين في 15/ تشرين الثاني/ 1988م ، فقد صاغ البيان أول وثيقة تستند إلى إقامة الدولة الفلسطينية التي تستند إلى الحق الطبيعي والتاريخي والقانوني للشعب الفلسطيني في وطنه فلسطين. و احتوت الدراسة أيضاً على مفهوم حركة فتح للدولة الفلسطينية 1991- 2009م من خلال اتفاق أوسلو، و الإعلان عن ميلاد السلطة الوطنية الفلسطينية، وعلاقة حركة فتح بالسلطة الوطنية الفلسطينية وارتباطه بمفهوم الدولة عند الحركة، وانتفاضة الأقصى عام 2000م والتي أعادت إلى الأذهان خيار الكفاح المسلح عند الحركة، ومفهوم حركة فتح للدولة الفلسطينية عام 2003م من خلال مسودة الدستور والتي جاء فيها أن فلسطين دولة مستقلة ذات سيادة ونظامها جمهوري وإقليمها وحدة لا تتجزأ بحدودها عشية الرابع من حزيران/ 1967م وتكون القدس عاصمة لدولة فلسطين ومقر سلطتها العامة ، والانقسام الفلسطيني عام 2007م وما سببه من تشكيل حكومتين وسلطتين فلسطينيتين متناحرتين إحداهما تحت الاحتلال والأخرى تحت الحصار، و الانشغال بالخلافات الداخلية على حساب القضايا الوطنية والصراع مع العدو، و التدخلات الخارجية في صنع القرار، والاهتمام بحل الخلافات على حساب قضايا جوهرية تتعلق بالدولة الفلسطينية ،وتم التطرق أخيراً إلى المؤتمر السادس لحركة فتح عام 2009م.

184AbstractPalestine National Liberation Movement (Fatah) has been one of the most Palestinian influential movements throughout the various stages of the Palestinian cause, namely the stage of the military action, which was crystallized under the concept of armed struggle. Fatah, or the Movement, then proposed the slogan of "Liberation of Palestine is the Way to Arab Unity"and called for the establishment of a democratic, independent Palestinian state with a complete sovereignty over all Palestinian territories. Another stage was the political action, which is marked by the beginning of the 1974 Ten-Point Program, whereby Fatah, showed a more flexible position which became fully clear at the beginning of 1990s after the Movement decided to go to the Madrid Conference and participate in its subsequent conferences and agreements. The events and the difficulties experienced by the Movement since its inception in 1965 played a major role in the crystallization of the concept of a Palestinian state. Therefore, the present research aims to investigate the concept of the Palestinian state since Fatah's inception until its 2009 Sixth Conference, the nature of the events, issues and pressures experienced by the Movement, and the public principles and national constants which Fatah has laid out for itself, and which have identified the landmarks of the Palestinian state.The study shows Fatah's concept of the state through the evolution of the concept of the national state in the Palestinian political thought. For this purpose, the study reviews the concept of a Palestinian state as seen by pre-Fatah political parties or movements, such as the Palestinian Communist Party, the Muslim Brotherhood Movement, the Baath Arab Socialist Party, the Arab Nationalist Movement, the General Union of Palestine Students, and the Land Movement.The study touches on the concept of the state in the thought of Fatah during 1965-1968, since the establishment of Fatah and the Palestine Liberation Organization (PLO). It also explores the concept of the state in the 1964 National Charter, and the impact of the Arab military defeat in 1967 Arab-Israeli War on the concept of the state, on the restructuring of the PLO, and on the Battle of Karameh (dignity) as well as on the Palestinian national identity in 1968.The study addresses another important stage in the formation of the concept of the state in the Movement’s thought in 1970 through examining the military struggle betweenJordanand the Palestinians during1970-1971, the project of the United Arab Kingdom, and the 1973 Arab-Israeli War. Similarly, the study identifies the role played by the Ten-Point Program, the Geneva Conference, and the Camp David Agreement in the development of Fatah’s concept of the state.The study also deals with the concept of the state in the thought ofFatahduring 1982-1988. It looks into the impact of the Israeli invasion of Lebanon in 1982, and President Reagan's initiative for Palestinian self-rule, which was rejected by the Movement. However, Prince Fahd thenannounced his initiative, which brought together the implicit recognition of Israel and the establishment of a Palestinian state on the West Bank and Gaza Strip. Meanwhile, the Movement did not rule out the option of a confederation with Jordan.The study also addresses the impact of the first Palestinian uprising on the Movement’s concept of the state which was embodied in the Palestinian DeclarationofIndependenceon 15 November 1988.The statement is the first document announcing the establishment of a Palestinian state based on the natural, historical and legal right of the Palestinian people to their homeland, Palestine.The study also explores the Movement's concept of the Palestinian state during 1991-2009 through the Oslo Agreement, the establishment of the Palestinian National Authority (PNA), the relationship of Fatah with the PNA, and the Al-Aqsa Intifada in 2000, which brought to the Movement’s mind the armed struggle option. The study also explores the Movement’s concept of the Palestinian state in 2003 through its draft Constitution, which states that Palestine is an independent, sovereign state with a republican system. Its territory is an indivisible unit within its borders on the eve of June 4, 1967, and Jerusalem is the capital of the state of Palestine and the seat of its public authorities.The study also sheds light on the Movement's concept of the Palestinian state through the Palestinian division in 2007 and its consequences: the formation of the two rival governments and authorities: one is under occupation and the other is under siege; the preoccupation with the internal disputes at the expense of the national issues and the conflict with the enemy; external interference in decision-making; paying attention to solving the internal disputes at the expense of fundamental issues relating to the Palestinian state. Finally, the study addresses the 2009 Sixth Fatah Conference.
