الملخص

The rise and fall of the Muslim Brotherhood in Egypt, following the January 25th, 2011 revolution, raised many questions regarding the United States'positionsand attitudes toward the two events' phases, and the direction of its policy. Hence, this study seeks to analyze and interpret the U.S policy toward the rise and fall of the Muslim Brotherhood after the revolution. Through highlighting the event itself inthe analysis of its effects and impact on U.S.foreign policy towards Egypt, especially if taken into consideration Egypt's geopolitical and security importance toWashington.The study discusses, in an analytical approach, the American response to the Egyptian revolution, since the outbreak of the protests and the overthrow of President Mubarak, passing through the transition phase and the rule of the Muslim Brotherhood, until the fall of President Morsi and the ascensionof the former Defense Minister Abdel Fattah Al-Sisi to presidency. By trackingwhat was issued by the U.S.administration, statements, positions, and decisions, which reflect the internal and external determinants of American foreign policy. The study relied on the realist theory in analysis and interpretation of U.S.policy toward political transition in Egypt after the revolution, and its interactions with the events.The study is divided into four chapterswhichcover the time period surrounding the rise and fall of the MuslimBrotherhood. In the first chapter the study shed light on American foreign policy toward the Muslim Brotherhood in the last ten years beforethe outbreak of the revolution. The study infers thatthe interaction with the Muslim Brotherhood wasamongthe United States' strategy, and perhaps the strong presence of the Muslim Brotherhood in the Egyptian communitry, and consequentlythe expected ascension to them as an active player in the political system, or because the group was able to replace Mubarak when any potential political change, had put them in the United States'considerations,on the basis that there must be consensus to secure American interests with all candidates that could replace Mubarak.Chapter II addresses the U.S.response to the Egyptian revolution, and its interactions with the events of the transitional phase until the ascension of the Muslim Brotherhood candidate Mohamed Morsi to power.It seemed that the U.S.administration has made diplomatic efforts to keep President Hosni Mubarak in office until the end of his term.But after Mubarak stepping down, the Egyptian reality imposed itself, and things went in its normal direction toward the rise of the Muslim Brotherhood to power.And witha realistic oriented attitude, the United States has been engaged in a strategic dialogue with the Muslim Brotherhood, the strongest candidate to take over power,and it seemed to getconsensus on the fundamental interestsof the United States in ج‌‌Egypt, without necessarily reflecting the support or not to the Muslim Brotherhood.Chapter III considers some ofPresident Mohamed Morsi external and internal policies, which had repercussions and impact on American foreign policy towards Egypt.It was not clear that Morsi's governance was inconsistentwith the Unites States'interests and will, but his regime appearedunable to manage a state of political and security importance for Washingtonlike Egypt. From this perspective, the strategic relations between the two countries and thus the American interests related to it,besides the Egyptian public opinionand popular movements, were accounted as determinants of Washington's policy and attitude towards Morsi's governance, and later on itsremoval.The fourth chapter discusses Washington's position regarding the removal of President Morsi from office, and the repercussions of the event until Abdel Fattah Al-Sisi ascension to power. The nature of the oppositionand protests was an important factorin shaping the army's role in the crisis, and how itresponded to it. Hence there was caution in describing the removal of President Morsi by the Egyptian army as a coup in Washington's statements. Butwith increased resentment of repressive actions pursued by the Egyptian interim government and the Egyptian army against Morsi's supporters, in response to non-peaceful protests demanding his return to power, Washington has suspended part of its military aid to Egypt. TheObama administration realism was clear in its attitudes after being certain of Sisi's ascension to presidency. In spite of its repeated statements about protection of human rights, freedom of expression, democracy and inclusive governance, but Washington close cooperation with the Egyptian army remains a priority, and necessity for the strategic relations between the two countries and for Washington's regional interests.Hence, there was backtracking in the U.S. position, with regard to linking the resumption of U.S.aid to the extent of sticking to democratic principles.The study concludes that the Obama administration was realistic in its policy toward the political transition process in Egypt after the revolution, including the rise and fall of the Muslim Brotherhood,In terms of maintaining the nature of the Egyptian regime, and consequently the interests of the United States associated toit, whomever its leadership and its internal policies, as long as do not impactWashington's interestsnegatively.

أثار صعود وسقوط حكم الإخوان المسلمين في مصر،إثر اندلاع ثورة 25كانون ثاني /يناير،2011، العديد من التساؤلات حولموقف الولايات المتحدةمن أحداث المرحلتين، وتوجهات سياستها .ومن هنا تهدفالدراسة الى تحليل وتفسير السياسة الأميركية تجاه صعود وسقوط حكم الإخو ان المسلمين بعد الثورة .وبما يقتضي تسليط الضوء على الحدث ذاته في تحليل تأثيراته وانعكاساته على السياسة الأميركية تجاه مصر،خصوصا إذا ما أخذفي الإعتبار خصوصية مصر الجيوسياسية والأمنية بالنسبة لواشنطن.تناقش الدراسة بأسلوب تحليلي الإستجابة الأميركية للثورة المصرية، منذ اندلاع الإحتجاجات والإطاحة بمبارك، مرورا بالمرحلة الإنتقالية وحكم الإخوان، وحتى سقوط مرسي واعتلاء وزير الدفاع السابق عبدالفتاح السيسي سدة الحكم .من خلال رصدما صدر عن الإدارة الأميركية، من تصريحات ومواقف وقرارات، التي هي بمجملها معبرة عن المحددات الداخلية والخارجية للسياسة الخارجية الأميركية.و قد اعتمدت الدراسة على النظرية الواقعية كونها الأنسب في تحليل وتفسير السياسة الأميركية تجاه التحول السياسي في مصر بعد الثورة، وتفاعلاتها مع الأحداث.تنقسم الدراسة الى أربعة فصول تغطي الفترة الزمنية التي تحيط بصعود وسقوط حكم الإخوان المسلمين .ففي الفصل الأول تسلط الدراسة الضوء على السياسةالأميركية تجاه الإخوان المسلمين في السنوات العشر الأخيرة قبل اندلاع الثورة .نأىلعةساردلاّلدتستوالتفاعل مع الإخوان المسلمين كان من ضمن استراتيجية الولايات المتحدة، ولعلالوجود القوي للإخوانفيالمجتمع المصري ،وبالتاليالصعود المتوقع لهم كطرف فاعل في النظام السياسي،أو لأن الجماعة قادرة أن تحل محل مبارك عند أي تغيير سياسي محتمل،وضعهم في اعتبارات الولايات المتحدة من منطلق أنه لا بد من التوافق على تأمين المصالح الأميركية مع كل البدلاء المرشحين لمبارك.ويتناول الفصل الثاني الإستجابة الأميركية للثورة المصرية، وتفاعلاتها مع أحداث المرحلة الإنتقالية حتى اعتلاء مرشح الإخوان المسلمين محمد مرسي سدة الحكم .و قد بدا أن الإدارة الأميركية بذلت جهودا دبلوماسية للإبقاء على الرئيس حسني مبارك في الحكم حتى ب‌‌نهاية ولايته .ولكن بعد هيّحنت، فرض الواقع المصري نفسه،وسارت الأمور في مجراهاباتجاه صعود الإخوان المسلمين الىالسلطة.ّجوتبوه واقعي انخرطت الولايات المتحدة بحوار استراتيجي مع الإخوان المسلمين، المرشح الأقوى لتولي السلطة، وحسب ما بداللتوافق حول المصالح الجوهرية للولايات المتحدة في مصر،دون أن يعكس ذلك بالضرورة دعمها لهم من عدمه.يتطرق الفصل الثالث الى بعض سياساتالرئيسمرسي الخارجية والداخلية، التي كانت لها تداعيات وانعكاساتها على السياسةالأميركية تجاه مصر.لم يتضح أن حكم مرسيتعارضمع المصالح والإرادة الأميركية، لكن نظامه بداعاجزا عن إدارة دولة ذات أهمية سياسية وأمنية بالنسبة لواشنطن .ومن هنا شكلت العلاقاتالإستراتيجية بين البلدينوبالتالي المصالح الأميركية المرتبطة بها، الى جانب الرأي العام المصريوالتحركات الشعبية ،محددات لسياسة واشنطن وموقفها تجاهحكم مرسي ومن ثمإقالته.يناقش الفصل الرابع موقف واشنطن من إقالةالرئيسمرسي من منصبه،وتداعيات الحدث حتى اعتلاء عبدالفتاح السيسي رئاسة الجمهورية .لقد كان لطبيعة المعارضة والإحتجاجات أهميةفي تشكيل دور الجيش في الأزمة و كيفية الإستجابة لها،ومن هنا جاء الحذر في تسمية إقالة الجيش المصري للرئيس مرسي انقلابا في تصريحات واشنطن.و لكن مع زيادةاستياء واشنطن من الأعمال القمعية التي تنتهجها الحكومةوالجيش المصري تجاه مؤيدي مرسي،ردا على الإحتجاجات غير السلمية المطالبة بعودته الى السلطة، علقت واشنطن جزءا من المساعدات العسكرية لمصر.و برزت واقعية واشنطن بوضوحبعد تأكدها من وصول السيسي لمنصب الرئاسة،فبالرغممن تصريحاتها المتكررة حول حماية حقوق الإنسان وحرية التعبير والحكم الشمولي الديمقراطي، إلا أن تعاون واشنطن الإستراتيجيمع الجيش اًايرورضو،ةيولوأىقبييرصمللمصالح واشنطن الإقليمية .ومن هنا كان هناك تراجع في الموقف الأميركي فيما يتعلق بربط استئناف المساعدات الأميركيةبمدى الإلتصاق بالمبادئ الديمقراطية.وتخلص الدراسة الى أن إدارة أوباماكانت واقعية بتعاطيها مع عملية التحول السياسي في مصر بعد الثورة، وبما فيها صعود وسقوط حكم الإخوان المسلمين،من حيث الحفاظ ت‌‌على طبيعةالنظام المصري، وبالتاليعلى مصالح الولايات المتحدةالمرتبطة به، أيا كانت قيادته وسياساتها الداخليةطالما لا تتأثرمصالح واشنطنمنها سلبا .
