الملخص

De nouvelles dynamiques affectent la ville contemporaine, entrainant des mutations de son fonctionnement et de ses représentations, aussi bien au centre qu’en périphérie. Cela a provoqué une véritable redistribution des fonctions urbaines et une redéfinition de la notion de ‘‘territoire’’. En effet, dans le contexte actuel de desserrement urbain, le centre ne semble plus être opposé à la périphérie, car de nouveaux lieux dotés d’attraction apparaissent "en marge", incitant à de nouvelles relations. S’intéresser à ces "nouvelles centralités" équivaut à prendre conscience de la transformation d’ensemble des agglomérations urbaines et des territoires. Les villes algériennes semblent s'inscrire puissamment dans cette nouvelle forme de territorialité marquante des processus d'urbanisation contemporaine. Biskra, ville de transition qui rallie le Nord au Sud du pays et dont la centralité s'érigeait jusque là de manière traditionnelle, avec la domination d'un point sur le reste du territoire, a connu de profondes transformations. La fonction commerciale a été un facteur déterminant pour le "façonnage" de la centralité contemporaine de la ville. Ainsi, notre travail s'est essentiellement articulé au carrefour de deux approches: qualitative et quantitative de l'activité commerciale de la ville à travers ses différentes logiques. Il en est ressorti qu'un nouveau modèle de centralité se met progressivement en place à Biskra. Elle se structure désormais autour de deux principaux pôles : une centralité initiale marquée par le facteur et le poids historique et une autre centralité, cette fois ci secondaire et périphérique d'essence économique. Cette structuration de l’espace Biskri a été porteuse d’une nouvelle dynamique urbaine et a rendu plus lisible la structure spatiale de la ville. A notre sens, il serait intéressant de développer une stratégie pour préparer, accompagner et anticiper les futures évolutions urbaines de la ville. La construction de cette stratégie d’ensemble offrira certainement aux collectivités locales et aux divers acteurs concernés des possibilités d’action et de gestion de l’agglomération à travers une logique de complémentarité entre les centralités existante et nouvelles. شهدت المدنالمعاصرةدينامكيةجديدة، تسببت في خلق تحولات وظيفية جذرية كان لها الأثر على مراكز المدن وضواحيه،مما أدى إلى تغيير في الصورةالتقليديةللمدن. وهذا ما نتج عنه توزيع جديدللوظائف الحضريةوإعادة صياغة مفهوم "المجال". وبالتالي، فإن الانحلال و التمددالحالي للبنية الحضرية للمدن،شجععلى ظهورعلاقة جديدة بين المركز والضاحية، حيث ظهر تنقاط استقطاب جديدة على "الهامش و بالضواحي"،كل هذا نتج عنه"مركزيات جديدة" تسببت في تحولات كبيرة مست التجمعات والمجالات الحضرية.وقد عرفت المدن الجزائريةعلى غرار باقي مدن العالمشكل جديد للمجالات الحضرية نتيجة آليات التعميرالمعاصرة. ومدينة بسكرة باعتبارها منطقة عبور تربط بين شمال وجنوب البلاد، كانت تتميز بمركزية حضرية تقليدية تعتمد على سيطرة نقطة مركزية على باقي المجال الحضري -المر كز-، حيث عرفت في السنوات الأخيرة تحولات كبيرة. تميزت بقوة جذب الوظائف والأنشطة والخدمات، و خصوصا النشاطالتجاري، الذي يقوم بدور أساسي في رسم صورة جديدة للمركزية داخل مدينة بسكرة في وقتنا الحاضر. ومنه فإن عملنا ا عتمدأساسا -وبالدرجة الأولى-على التحليل الكمي والنوعي والمجالي للنشاط التجاري داخل المجال الحضري المعني بالدراسة. وبالتالي ظهرنموذج جديد للمركزيةيتوطن بالتدريج في مدينة بسكرة.وهذا النموذج يهيكل حول قطبين رئيسيين: مركزية رئيسية تتميز وتتأثربالعامل والإرث التاريخي (مركز المدينة)، وأخرى ثانوية تتميز بتنوع وظيفي واقتصادي (ضواحي المدينة).إن الهيكلة المجالية لمدينة بسكرة أدت إلى خلق ديناميكية حضريةجديدة ساهمت في إضفاء نوع من الوضوح على .البنية المجالية للمدينةوفى الأخير،سيكون من الضروريتطوير رؤية إستراتيجيةعلىمستوى التجمعات الحضرية من أجل إ عداد، مرافقة وتوقع مختلف التوسعاتوالتحولاتالحضرية التي ستشهدها المدن مستقبلا.إنبناء هذه الإستراتيجية الشاملةسيعطي دفع وفعالية في تدخلات وتسيير الجماعات المحلية ومختلف الفاعلين من خلال منطق التكامل بين المركزية التقليدية والمركزية الجديدة. الكلماتالمفاتيح:المركزية، المركزية ،الجديدةالديناميكية الحضرية، التجارة،البنية، التر كز، بسكرة. Indeed, in the current context of urban loosening, the center no longer seems opposed to the periphery, because new places with attraction appear "on the margins", prompting new relationships. To be interested in these "new centralities" is equivalent to be aware of the overall transformation of urban areas and territories. The Algerian cities seem to fit in this powerful new form of territorial marking of the contemporary urbanization. Biskra, is a transitional city that unites North and South of the country, and whose centrality rose until now with a traditional way, with the domination of a point on the entire territory, has undergone profound transformations. The sales function was a determining factor for the "shaping" of the contemporary centrality of the city. As well, our work is essentially articulated at the crossroads of two approaches: qualitative and quantitative, emphasizing on the business activity, through its different logic. It was found that a new model of centrality is gradually taking place at Biskra. It is now structured around two main poles: an initial centrality marked by the factor and the historical weight and another centrality, this time secondary and peripheral to the economic essence. This structuring of the Biskri space, was the bearer of a new urban dynamic, that made the spatial structure of the city more readable. In our view, it would be interesting to develop a strategic vision for the urban agglomeration to prepare, accompany and / or anticipate future urban development of BOUZAHZAH FOUED. The construction of this overall strategy is able to offer action and management opportunities for local communities and the various stakeholders through a logic of complementarily between the existing and new centralities.
