The target of current study isto raise the level of maritime safety as perthe International Maritime Organization (IMO) standards and regulations, and to apply marine insurance in the uninsured marine vessels (that is, those that do not have marine insurance) which belong to (the General Company for Iraqi Ports, and the command of Umm Qasr Naval Base), for the purpose of developing their operational efficiency as well as improving the performance of their employees and motivating themto work in the marine vessels compared to the marine vessels insured, that belong to (the General Company for Maritime Transport and the Iraqi Oil Tankers Company), taking into account the weak points that appeared in the study problem for both marine vessels (insured and uninsured) through the checklist used by the researcher to diagnose the problem for the current study. In order to achieve the objectives of the current study, the researcher built a hypothetical model that explains the nature of the relationship among the three main variables represented in the first independent variable (maritime safety), the second independent variable (maritime insurance), and the dependent variable (maritime management). Where three main hypotheses were derived, from which a group of sub-hypotheses branch out. The study relied on a style of the survey method. The researcher targeted the study population and sample of individuals working in marine vessels (maritime crews), where (615) questionnaires were distributed to a sample of uninsured marine vessels and (363) questionnaire forms to a sample of insured marine vessels. A set of statistical methods and tools were used to analyze the questionnaire available in the programs (Excel v.10,SPSS.V.23 & AMOS.V.24) to reach the objectives of the current study, as well as the use of a structured personal interview with the National Insurance Company to provide the study with data and information on the Iraqi marine vessels and the contracting mechanism to cover the insurance of the uninsured marine vessels. The current study has reached several conclusions, the most important of which are as follows:1. Acceptance of the main hypotheses of the current study, which aims at the correlation and influence relationship amongthe three variables of the study (marine safety, marine insurance, marine vessels management). 2.Acceptance by the National Insurance Company to cover marine risks on warships belonging to (Umm Qasr Naval Base Command) during the peace period, in addition to covering all marine risks in exchange for an additional financial premium. 3.The current study has clarified the weak points that threaten the safety of marine vessels in order to avoid marine risks.
