Without any doubt, the authority and responsibility work together. Wherever we find the authority, the responsibility realizes and the balance between them is an important are those, which ensure the continuity of life. The wide authorities given to the premier of cabinet may make him a dominant authority on the fates of the state, which should not be left without calling to account because the unrestricted authority is Considered an absolute evil to ensure the correspondence of the political exercises of the powers of the state with the principles of the constitution. There forum there is a necessity which needs to find a clear constitutional organization to realize the balance between the functions of the premier of cabinet and his responsibility. This will make the relationship between his authority and his responsibility well-organized in order hot to be a dictator in exercising his duties or misusing them which affect the right’s of citizens and their freedoms and to ensure a balanced ministerial performance، particularly after the great change with eared by the principle of separation of powers since the relationship between them became based on a gradation in favor of the executive authority especially the premier was done in favor of the legislative power. The advanced countries have made significant strides in applying the principle of balance between the authority and responsibility in their constitutions، whereas we find many states ،especially third world countries، have not established that principle in their constitutions. There fore، we find that the premier of cabinet in these countries exercise wide powers without being subject to real responsibility as a result of the lack or the or the ambiguity of the constitutional texts that organize them، and even if such texts are found، they are not activated as a result of the influence of the political reality on them so it is expressed in the end not with what the constitutions contain of texts، rather what is a actually being worked on in the reality of political life. Iraq is considered one of the countries that suffer from this constitutional problem ،and what helps me to choose the topic of research. The prime minster made an essential role in drawing the features of the political and constitutional history of the Iraqi state and he left clear imprints on the public life internally and externally and we still witness their effects till the present time. Although many of them have used their specialties far from the interest of the country and the citizen، but they are not then exposed to responsibility due to that bad use of the authority. Then the constitutional organization of the principle of balance between the functions of the prime minister and his responsibility in the Iraqi constitutions needs study and research to uncover the problems in certain aspects of shortcoming and responsibilities of the prime minister in the Iraqi constitutions، as well as the ambiguity in some constitutional texts that organized this topic. There are also problems concern the political circumstances which affects and are influenced by each published constitution in the life of the modern Iraqi state and the role of these circumstances in contributing in realizing the balance between the functions of the prime minister and his responsibility or not.
