The last half of the twentieth century witnessed an increasing growth in the role played by the IMO in the process of leading and guiding the maritime transport industry in various aspects through a series of conventions and recommendations in various directions, the field of training and qualification of the navigators has been of great size and special attention through the STCW78 The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers. This agreement had a number of amendments, most recently the amendments of Manila (2010), which had a significant impact on the maritime transport industry in terms of training courses and maritimecertificates,process marine transportation trip management,thecountries that have undergone the provisions of the Convention are fully in terms of their application, have been classifiedon the list called for the regulation of white donor countries marine certificates.In Syria, although it has been classified as a white list since 2003, it has not started work on training courses and maritime certification until 2012, during the period of implementation of the amendments to the STCW Convention. This research aims at clarifying the steps taken to complete the implementation of the amendments and their impact on the maritime transport industry in Syria. Through the results of the research, Syria succeeded in completing the amendments through issuing the laws covering the agreement and its amendments. In Lattakia in the form Approved the Manila Amendments and concluded the research with a set of recommendations that contribute to the promotion of maritime action
