الملخص

إن ظاهرة الهجرة غير الشرعية أصبحت تشكل خطر على أمن واستقرار الدول سواء الدول المستقبلة للمهاجرين غير الشرعيين أم الدول ذات مراكز عبور المهاجرين، وتعني هذه الظاهرة دخول الأشخاص إلى دولة أخرى غير دولتهم بشكل غير قانوني وغير نظامي، وقد تطورت هذه الظاهرة بتطور العلاقات بين الدول، واختلاف الأوضاع السياسية والاقتصادية والاجتماعية نتيجة لعدة أسباب، واعتمادا على مختلف المؤشرات المرتبطة بهذه الظاهرة والاستراتيجيات المعدة لمحاربتها ومختلف الجهود المبذولة من طرف مختلف الأجهزة على المستوى الوطني والدولي في مواجهة الطرق والمعابر التي يعتمدها المهاجرون للوصول إلى الجهات التي يرغبون في الوصول إليها، وبناءا على النتائج المتحصل عليها تم وضع مجموعة من التوصيات الهادفة للتقليل من الهجرة غير الشرعية من خلال توفير الخدمات الاجتماعية والصحية وفتح المجال أمام الشباب لإدماجهم في عملية التنمية، من خلال خلق فرص حقيقية للعمل وكل ذلك سيحد من وتيرة انتشار هذه الظاهرة التي عرفت انتشارا واسعا في الوقت الحالي.
