الملخص

Geography is interested in spatial properties of geographical features, and GIS contribute with studying the distribution of pointfeatures and its arrangement in spatial locations, theresearch deals with the educational, health and social services provided by UNRWA to Palestine refugees in Syria, which requires a fair distribution for service centers to achieve the quality which UNRWA works at all stages of its work. UNRWA works to provide services to Palestine refugees in twelve Palestinian camps and many main Palestine gathering in Syria.The important of this research comes from its contribution with knowing of UNRWA services andits response to the Syria crisis, and spatial properties for UNRWA services centers in Syria before and during the crisis.The research include spatial statistical analysis of UNRWA Services centers in Syrian governorates, using 2011 data to study UNRWA services prior to the crisis and 2016 data during the crisis, starting with building a spatial digital database that helps in the planning of UNRWA services, to apply spatial statistical analysis of UNRWA service centers in Syria, and to show the results through service maps and damage assessment maps, this research depend on materials including: spatial, statistical and attribute data from the Head Quarter of UNRWA, Syrian Ministry of Education and the General Authority for Palestine and Arab Refugees (GAPAR). Computer programs are used such as ARC GIS 10 and its extensions, Adobe Illustrator and other service programs, The research based on statistical, cartographicand descriptive methods, the results of the research are determination of the pattern of distribution of UNRWA service centers, which is clustered for UNRWA service centers in Syria during the research years, that mean the distribution of UNRWA services centers unequitable. The research throws light on the changes of geographical distribution of Palestine refugees during the crisis. And the production of damage assessment maps for the UNRWA service centers to determine the priorities of reconstruction, where the Department of Education ranked first in the proportion of losses, and the largest number of centers that need to rebuild or rehabilitate the result of the destruction is located in Yarmouk camp and Ein Al-Tal camp.The research concluded with a set of proposals, where the most important is trend towards the service compounds, which the refugee resort to. The service compounds are chosen according to the standards and criteria of the determining of the service centers, and the necessity of unifying these standards and taking into consideration the specificity of the Palestinian camps. Andsupporting the location determining using GIS, which add new dimensionsto design makers to achieve equitable spatial of services
