Water has been the reason for human existence since the beginning of life, God created mankind from soil and water, and the right to use water and the preservation of this resource constitutes a challenge to international law. This right is subdivided into the human right to consume clean water, the right to provide water to all people, and conserve water resources, meanwhile, not to harm water facilities that are primarily associated with maintaining peace and security among countries. States and armed groups have directed their hostile actions towards water resources such as dams, reservoirs, and hydroelectric centers, as well as directed some actions to poison water and throw waste into it. As a result, this resource has become an important factor for the stability of international relations and has become a source of international conflicts, especially between countries through which common rivers pass. The study focused in the first chapter of this research on the nature of the right to water, and the protection established for water resources in international law conventions, in additional to the associated international humanitarian law conventions, by setting rules and means to ensure the protection of these resources and facilities during armed conflicts, in addition to evaluating the system of this protection in international conventions. Then the second chapter dealt with the Turkish violations of water resources in the Syrian Arab Republic, especially after presenting the agreements signed between the two countries and clarifying the violations of most of them by the Turkish side. Explaining the negative role played by Turkey in the Syrian crisis and its entry as a party to the conflict alongside the armed groups, and its exploitation of this card to deprive millions of civilians in northern Syria of water. This research spots a light on Turkish policies and Turkey's view of the Euphrates River as an extension of its territorial sovereignty in the region, and how it was used as a tool of carrot and political intimidation against the Syrian state. Putting forward some proposed solutions to remedy the water crisis between the two countries and ways of cooperation to solve common crises, and finally, the most important results and recommendations that had been reached were identified.
