Regional instability as a multiplier of small-state power: the case of Qatar & the UAE

This study explores the intriguing premise that regional instability can amplify the power and influence of small states using Qatar and the United Arab Emirates (UAE) as case studies. In the context of increasing global conflicts and a shifting international and regional order, small states like Qatar and the UAE garnered unproportionate influence and power, often acting beyond the expectations set by their geographic size and native population. The study explores the Diplomatic, Economic, Military, and Historical dimensions to elucidate how Qatar and the UAE behave during times of increasing regional instability. The research employs a mixed method approach combining quantitative analysis of select datasets relating to conflict and proxy indicators of state power, qualitative analysis through a comprehensive review of key literature on the topic. The study introduces the Power Acquisition and Capability Development (PACD) model which is inspired by the DIME (Diplomatic, Information, Military, and Economic) framework usually employed in military education, and methods used in management science which helps us develop leading, rather than lagging, indicators for state pursue of power. The study suggests that regional instability has both attenuated and amplified the state power of Qatar and the UAE during the period of study, but it concurs that the effect has mostly been that of power amplification. This has been mostly done through enhancing their footing in Diplomatic and Military terms, and Economic development, all of which have been guided by leadership vision, political will, and the historical context of both cases. This study contributes to the broader discourse of small states in security studies and international relations by challenging traditional notions of small states, and that small states are shapers rather than subject of the international and regional order.
