الملخص

يعتبر نظام الجماعات المحلية من الدعائم الأساسية للمجتمعات الحديثة التي تهدف من خلالها إلى تحقيق التنمية المحلية، لذا نجد الكثير من الدول اتجهت نحو تقسيم السلطات و الصلاحيات بين السلطة المركزية و الهيئات المحلية قصد تعاون الجهود الحكومية و الشعبية لتحقيق التنمية، و تحسين مستوى الخدمات، فهذا النظام يؤدي إلى تعزيز مشاركة المواطن في إدارة الشأن المحلي عبر المجالس المنتخبة.و قد جاءت هذه الدراسة أساسا لإبراز الآليات التي تضطلع بها الجماعات المحلية في الجزائر و تحديد مجمل الصلاحيات المنوطة بها لحماية التراث الثقافي و هذا في ظل التعديلات التي شهدها قانون الجماعات المحلية و ذلك للنهوض بمستوى الوحدات المحلية، و هذا بهدف تحقيق التنمية المحلية وترقية الاستثمار المحلي.و بهدف توضيح دور الجماعات المحلية في حماية التراث الثقافي كآلية لترقية الاستثمار , إبراز أهم الآليات لحماية الموروث الثقافي، وكذا إبراز مختلف الصلاحيات المجالات التي تدخل ضمنها الجماعات المحلية لحماية التراث وكذلك لتشجيع الاستثمار وترقيته في تحقيق التنمية المحلي.The local government system is considered one of the basic pillars of modern societies through which it aims to achieve local development. Therefore, we find that many countries have moved towards dividing powers and powers between the central authority and local bodies in order to cooperate in governmental and popular efforts to achieve development and improve the level of services. This The system leads to enhancing citizen participation in managing local affairs through elected councils.This study came as a basis for highlighting the mechanisms carried out by local communities in Algeria and defining the overall powers assigned to them to protect cultural heritage, in light of the amendments witnessed in the Local Communities Law, in order to raise the level of local units, with the aim of achieving local development and promoting local investment.With the aim of clarifying the role of local groups in protecting cultural heritage as a mechanism to promote investment, highlighting the most important mechanisms for protecting cultural heritage, as well as highlighting the various powers and areas within which local groups are involved in protecting heritage, as well as to encourage and promote investment in achieving local development
